I would like to GM the scenario #4–12: The Refuge of Time.
I will surely not be finished before the next pbp con.

No CORE tables of the PFS1 special :-(

There were 3 tables for core. I fixed the signup sheet.
As far as the specials go, it looks like when the form was put together for the GMs to signup, they were never asked if they wanted to run core. I will have to ask Tyranius, but given that we have a limited number of tables and 2 difficulty levels to cover, I'm not sure we'll be able to accommodate any core tables for this one.

1. When we registered, we were asked if we had the scenario. Was there an implicit offer of buying the scenario for us if we did not have it?
2. If so, how will that work? Will it magically appear in our inbox or Paizo downloads? Does someone / some organization buy it for us, or is this a freebie from Paizo?
3. If not, should we purchase the scenario immediately, or wait until the game fills? What happens if we buy it now and the game does not go?
4. Is there a better place to post these questions?

1. As a supported convention, GMs are comped the scenario by Paizo.
2. The convention organizer should have collected the necessary information and submitted the request to Paizo for scenarios to be dropped. It is added to the GMs downloads manually.
3. If you can wait for that distribution to happen, do so. If you need more time to prep, you can purchase it yourself but will not be comped the cost of the scenario when they do drop it. If the table does not fire, the scenario will not be rescinded.
4. Not that I know of! The online VOs may know a better forum for questions.

You received some good answers to your questions. I would only add that as long as your volunteer information was submitted before the deadline and you indicated you need the scenario then you will be on the list submitted to Paizo.
Those GMs who submit after the deadline need to work from scenarios they already own.
Hopefully, scenarios will "drop" (be added to your digital content) about 2 weeks before the convention, however, past experience has had that occur much closer to convention dates on some occasions. With the new hire for the Organized Play team I am hoping that will help the flow for such tasks but given today is their first day, we need to give them time to learn the ropes and get up to speed.
Don't hesitate to ask questions of any of us. We want your online GM experience to be a good one.

The actual GMing part should be fine. I've played both of these scenarios, and they're not complex, plot-wise; and they're both PFS1, whose rules I know better than PFS2. I chose my responsibilities carefully so that I feel I can handle a few things going awry. :)
Knowing that they're frequently late with the content helps me not get agitated if they're not there on March 16. I'll probably make some noise if they haven't dropped 2-5 days prior to the convention start, and if I recall correctly from the fall, the convention will end up delayed if they drop any later than that.
The convention reporting aspect will be new to me. I'll reach out to someone if that starts turning into a fiasco.

That's pretty much the size of it. If anyone experienced with running specials wants to step up and run a core table, send me a PM. Numbers-wise we could add one table without causing any milestone issues, but shifting a GM to core will mess up our tier-coverage, so adding another table is a better option.
I'll also add that this is a significantly more challenging scenario than recent specials, and was written assuming season 10 characters with all the resources available up to that point. I expect a Core table to be a significant and risky challenge.

Hello Awesome Folks!
It's now officially midnight, March 2nd GMT and general player sign-ups for Outpost III: Puttin' on the Ritz are now OPEN! Remember, we're currently limiting sign-ups to 3 tables a person, which includes 1 Special. This may be subject to change later if we end up with several half-filled or empty tables but for now, 3 tables max, please!
Now go forth and fill those tables!
