Officially, no. A reroll can only be used by the person who owns it.
That said, GMs will often "look the other way" while a folio is passed over to a new player's seat to help them out. They may also occasionally break the rule to let someone loan their reroll in a "save or die" situation. Either way, these are not technically within the rules.
There are boons that specifically allow for the loan of a reroll, and individuals with Pathfinder Achievement Coins are explicitly allowed to loan their reroll as well.

I too have seen this a couple of times. I understand that it is technically against the rules, but I also think that it falls into the grey area of "We all came here to have fun". If I have something at my table that could perchance save a characters life, and its a one time deal or for a new player.. the chances of me suddenly needing to hit the water fountain or something would tend to go up exponentially.
That said, I wouldn't allow a player to become dependent on this either, nor would I allow someone to just start handing out rerolls around the table. In a one time situation with a characters life and perhaps the outcome of the mission on hand? Well.. I'm gonna go stretch my legs for a minute.

I've had it done for me on my very first PFS session (and ended being the only character to survive that notorious scenario that I was completely ignorant about but it was the only low tier offered that day), and I look the other way when players do it for other new people at my table.
However, personally, I wouldn't for PbP.

If you have a DM who says this cannot be done because you must own the item, then do not lend the item to the player without a reroll, give it to him.
Then that person owns it, and can use it.
And can give it - back - to you once it is used.
However, I have never seen anything saying "A reroll can only be used by the person who owns it" (though I mainly only looked those things up in the Guide and on the Perks webpage, but the only thing I remember seeing in all that is that if you own several, you can only use one).

Thank you all! Yesterday, something miraculous happened. I woke up... and I did not feel like an extra in a b-grade zombie movie. Today, I am actually back at work. I'm still recovering, but I am feeling much, much better.

I'm going to go ahead and ask for an extra round of applause for Elinnea, who single-handedly tackled about HALF of the Pregens!
And for GM Poblano, who(m?) I believe has proof-read most of the BBCode Sheets =)
I will second those... Elinnea was amazing — she tirelessly tackled pregen after pregen — and Poblano inspired us all.
Still, I am very thankful that you guys got this done. It will prove very helpfull! I love that this is the sort of lodge where people want to volunteer.

How can I cleanly 'capture' JUST the Chronicle page from an adventure PDF for marking up and sending out?
I tried the PDF extractor Chyrone showed us, but it completely voids all text. What would be ideal would be a site just like that one, but that captures and 'extracts' whole individual pages rather than just images.

If you use Adobe or the Google Doc one called DocHub, you can specifically download the chronicle as a separate/new file.

I just checked this out; I'm not comfortable with it, because it seems a bit messy and intrusive. I'm not entirely sure what Google Drive really is, and I'm not entirely sure I want to get sucked into it. By contrast, I really like this - except that it can't do what I need it to do in this case. Isn't there anything like that, but for pages?

Browse to the chronicle page, and have the PDF viewer you're using, on 100%.
Select the chronicle with the select area tool to copy, and paste + save/edit in paint, or another similar editing tool.

If you print it to PDF, rather than to a printer (sometimes this is a separate button on the print menu, sometimes you select it as a 'printer'), then you will have it as a separate file. That's what I do for my PbP chronicles.

It's not working. I can only save it as an "XPS" file, which Paint can't read.

I use Foxit Reader for PDFs, set the zoom to 100%, then select snapshot and click on the chronicle page. It immediately copies that full page to the clipboard which can be pasted in paint, gimp, or any other graphical editor of your choice.

I had to open the scenario pdf in the Preview app. Then I could go to the relevant page of the document and select "print." In the Print dialogue I selected "save as pdf" from the drop down menu in the lower left corner, selecting only the page with the chronicle sheet. "Print" then produces new one page pdf. I saved this, then published it to Google Docs. In one case I needed to get a player's email address and email his chronicle to him.
Hope this helps (but I think it's probably a Mac-specific thing).

Do you have an office supply store with a print center in your vicinity? If yes, go there. See what they use, because they very well might have something that does exactly what you want. It is probably not going to be Paint, but they can probably get the page you want in a file format that will be compatible with it. Have them do the extractions for you.
Note: It has been a while since I used it but, I'm pretty sure that anything you import into Paint ceases being text anymore.
Alternatively, you can have your print center print out the page you want 7 times, write on the 6 you need to fill out with a pen. Take pictures of them with your phone and upload those pictures to your new Google Drive account from which you can share them with others (seriously--it is where you are downloading them from me when we're done, and where I keep my copies of the Google Slide maps).
Keep your 7th chronicle copy somewhere safe so you can make analog copies of it in the future if needed.
Better still, invest in a single clear report cover. Overlay it on the clean copy of your chronicle, and using a dry erase marker fill in the chronicle on the transparent cover. Erase it with a damp cloth after you take your picture for uploading, and repeat for each player that needs one.
These analog approaches seem to me less time intensive than dealing with Paint.

For example, if I have PC who is currently playing a PbP game and I GM a face to face table, can I assign the GM chronicle to that PC, with the understanding that it will not apply to the character until after it finishes its current PbP table (and applies the chronicle for that PbP game)?

I use Nitro Reader as the PDF reader. Then use PDF fill to edit them directly.
To get the information for the chronicles, I just switched to using google forms. Makes it more organized.

Found something, anyway:
Once a character has started playing an adventure, that character should not receive any further credit until the adventure has concluded. This would not stop someone from assigning further credit to that PC (such as from GMing), but none of that credit would take effect (e.g. grant gold, Prestige, or XP) until the current adventure had concluded. This is to say that no character should spontaneously level up in the middle of an adventure.
