Stoked! Equipment expansion is a real need, so this is very welcome! I'm assuming by the price that this is a 130 page book, which my wallet is a bit grateful for.
Plus I'm just excited for further details on Absalom.
This manual is very interesting. Especially if the part about the shops and merchants is set up in a similar way to the Otari Gazetter featured in Ruins of Gauntlight.
So is this more like Ultimate Equipment or more like Magical Marketplace player companions? :O
Something like Magical Marketplace or Merchant's Manifest is closer to what this book is like. The book includes a lot of different shops. These shops feature an NPC merchant, their backstory, a description of the shop, plus some adventure hooks. These are intended for you to use as shops in your game and are a perfect answer for when the players ask "What's the shopkeep's name?"
Each shop has its own list of items based around the shop's theme. For example, a monster hunter themed shop would have items that are useful for hunting monsters.

Welp I guess that rules out the September slot and thus a 2021 release at all for the absalom book. At this point it seems it’s been cancelled and they just don’t want to tell us yet. Who knows, maybe it will come out in 2022, but it seems more and more unlikely with every new product announced.

I'd be surprised. A hilarious amount of work has gone into it and interest remains high. There's also no actual requirement that it come out "in schedule" and instead could appear between or alongside slated Lost Omens releases.
There's no random shop system included. We're trying to cover as many shop themes as possible to meet the needs of everyone's campaigns, though. We have over 20 unique shops in the book, so hopefully you can find one that works for what you need!

Are the shops set levels or are they scaleable to whatever environment they are placed in?
The NPC shopkeepers note levels, but the shop themselves don't have any levels. You can use the shop in any level settlement and sell whatever level item you need.
