Soooooooo. This is gonna make you have a headache, but it is in the rules so I gotta tell ya... I like randomly making characters as a hobby, and so I've made quite a bit in the M&M system without playing as them now. Now, I've come across something in the rulebook I think we all overlooked.
Attack & Effect: The total of your hero’s attack bonus
and effect rank with that attack cannot exceed twice
the series power level. If an effect allows a resistance
check, but does not require an attack check, its effect
rank cannot exceed the series power level.

If you need an example of where that rule was broken, well, my character has a glaring few.
Rocket-Boosted Shaderangs: Ranged Damage 8, Strength-based, Homing 2, Extended Range 1. With a strength of 4, that is 12 damage. I have a 15 Throwing skill, so all together that's 27, 7 past what is allowed for our power level. Black Fox has a couple too, with an example being her soul rend thingy, doing 10 damage and her having 13 in close combat unarmed. I think Whipoorwill has some, but I dunno bc her full throwing quill stats aren't on the sheet. Lightning Bug has damage rank 5 on his ride the lightning thing, and and 18 in ranged combat. Also, btw Lightning Bug, ur Close Combat and Ranged Combat skills need to be specific. Like, Ranged Combat: Lightning, or Close Combat: Unarmed.

My more complete worksheet is in my profile. I used HeroLab, which will let you know if you're breaking a rule. I'm pretty sure mine is right, but I'm not an expert in this system so I can't be certain.

I think I'll need to rework Shadowmeld from the ground up. I calculated his Modifiers as all being flat, and a few others mistakes. He should be done by today though.

omg I'm sorry! So for initiative, I'm going to have you roll and then each "team" adds up all their initiative, to see who gets the first move (easier that way for PBP) but sense you got the drop on them I just let you guys go first. But to clarify, for the fights, all the heroes go then the baddies, and repeat (or vise versa)
Also, I'm sorry if I hadn't been describing the fight well, I'll try better! But for positions at least, mostly everyone is still in front of the bank, but Shadowmeld is 60ft down the road, and Stretch is 80ft down and 20ft up

Ah, so my smoke bomb wouldn't have hit everyone else if I'm 60ft away. As for the initiative thing, there is a section on surprise attacks and such. And, also, it's totally ur choice being the GM, but I dunno if having all the heroes go, then all the baddies etc. would work, as it might cause some pretty quick and easy(or extremely difficult) fights.
