I have two contributions to make.
First is divination. I can use divination or prognostication to get an idea of what tactics might work or what might happen if we do X, Y, or Z.
Second, if you don't mind cursing your opponent, and I don't, is pox of rumors, which I presume would affect the voting.
Zhi doesn't have any issues with running a dirty campaign either. ;)
Really not sure what sort of persona roll to make here. The system hasn't gripped me as much as I thought it would when I first read about it and I'm just plain stumped now.

You'll have to track down more leads to prove a connection between Tsemani and the "eye-cult" beyond the evidence you found at the postmaster's house.
EDIT: Since you recovered the maximum amount of evidence from the postmaster's, you need to perform at least two DC 20 gather information operations to investigate the election tampering. Doing so will provide incontrovertible proof of the connection between Tsemani and the cult.
So which one is right - 3 or 4? :)

I vote for a second round of persona phases now so we can learn all of Tsemani's facets etc (and hopefully prove the conspiracy) and then we can get back to leads. That way we can do a couple of phases between each lead and it should all finish around the same time?

If we gain Fly, say, if I call for a "charge" with the banner, can we still "fall" 150-300 feet per round if we choose to or are we stuck with the default Fly movement speed?

You can choose to either fall or use your fly speed.
So I can do 4 hrs a day while campaigning.

Yes, you can get more reading time in, Mel. Regardless of how much extra time you get, it still takes a minimum of 6 days to read the book.

Being seen conversing with such an impressive figure as Qarit enhances Sara's public image. She gains a +2 circumstance bonus on any check to increase her Charm, Genius, or Sagacity rank during one persona phase in Axis.
What other leads do we have? I don't think we've followed up on the scroll thing. Are there any rumors we've heard past the vision?
The only remaining lead you have is Taldaris's ring, which he bequeathed to Lord Squire Saip, an influential leader of the district's resident monkeys. You can follow up with that or take another Persona phase.
Once you feel you have enough evidence, you can bring it all to Fanalyx to analyze and hopefully find a clue as to where to go next.

I do agree that we should go to Fanalyx after the election is over, as we do suspect IC that Tsemani is involved either through choice or threat, and that'll probably be our last lead. I agree with Melodie's proposed order.
