So are the Hobgoblins members of the constabulatory?

"Bahh, ruckus. Only ruckus was us being attacked by a horde of... whatever those were."

He pauses realizing there is no proof since the bodies evaporated and scratches his beard and looks at the thing digger the hole.

"What about him over there. He is digging up a grave?"

DungeonMaster

And I'm all finished as he pulls the body out. Now The boss I don't know where he is, but I must go into the workshop and bring the dead back to life.

The hobgoblins speak. We are a part of this town, but not a part of this church, and that man is actually a Deva. He told us to arrest you, now who are we going to believe? A Deva, of a few random adventures that don't belong to this town. If you all put down your weapons and come with us, they will be safely secured and you'll get a fair trial and see as you've done nothing more than vandalism, you'll get nothing worse than a month. Now him over there, he is digging up a grave, but he was told to do it by a Deva. Normally we would not approve of digging up a grave, but a Deva can do no wrong.

Still waiting on that persuasion check
It seems evil, but he is a Deva, so he must have a good reason for doing it. And he worships the Sunlord.
The Mongrelfolk speaks in a deep voice proud of what he is doing Yeah boss wants me to put multiple bodies parts together and make a Flesh Golem. I'm helping the boss create a new life, and the perfect human for Straud, nothing wrong with that.
The hobgoblin captains all look at him For Straud?! Doesn't he know Straud is the most evil man in all of this land? But after all, at least he isn't creating undead, he is creating life.

DungeonMaster

He has shown his true form to a few people, and we being local policemen have seen it. But you all make a convincing argument. Just because he is a Deva might not mean he is good or in the right mind at all. This will be under investigation Just then they order the mongrelfolk to attack, when he refuses, he puts up a fight and they slay him.
