Unfortunately I don't think either of those will be allowed by my GM (He tends to want to only use "hardbound" books, and my character is an elf)

That really limits things. "Summon Swarm" can be effective in shutting down casters.

Confusion, fear, paralysis etc. tends to make a caster unable to act normally.
Planar binding to get something with silence as an SLA.
UMD a scroll or something.
Buy and fire a hushing arrow since you're an elf and have proficiency with bows.
Funny thing, mommy and daddy sent me off to university, never really learned how to use those pointy things...But I sure am good at concentrating on my studies...

Likewise if you fear you'll miss stick yourself with the arrow, choose to fail the will save, and run up to the caster.
Or shoot it into an ally and ask them to fail the will save.
That last idea isn't actually too terrible now that I am thinking about it.

Steal Breath is from the ARG, so that would qualify. It's a catfolk spell.

Nobody is going to recommend the SILENCE spell?
Another crazy idea is, instead of trying to make the spellcaster stop casting, is to make it so that even if they do cast, that it's a futile effort. Anti-Magic Field, Spellbane, Counterspells, (Greater) Dispel Magic, and so on, are great tools for such occasions.
But of course, SILENCE is Golden...
**EDIT** Too many people taking levels in Ninja these days. When will Paizo errata them to oblivion?

Oppressive Boredom/Terrible Remorse, if they fail their saves, will shut up a caster for several rounds.
Babble will prevent them from casting spells, and cause a distraction for everyone else in the vicinity.
Best way to stop a spell caster from casting spells? Spellsteal and other spells that literally strip away the caster's spells.

Set them on fire. People taking full rounds to roll around on the ground aren't casting spells.
Burning Gaze can be used every round, does fire damage and forces a second save if damaged to not catch fire. He then spends his entire action rolling around to put it out. You look at him again.
Almost ... but actually you use share spells and have your familiar look at him. Bonus points for using Dazing Spell.

Get a wand or scroll of silence from a cleric or bard, then UMD it.
Use a prepared action to do something (magic missile, arrow, whatever) that inflicts damage exactly as the wizard is casting his next spell.
Lipstitch is such a cool spell though. Pity I avoid necromancy spells like the plague. <g>

Steal voice isn't perfect, but it is permanent until removed, so might be worthwhile for recurring NPCs/ an obnoxious PC.

Wizard is an arcane spellcaster.
There are a lot of ways to get off-list spells. Samsaran and pull it from the Bard list. Scrolls and wands. Just A Mort's suggestion. Limited Wish. I'm sure there are others.

You could say the same about any lower level spell. Why would they want to be able to have it on their list when casting it could leave them as the only half-BAB d6 character with no useable features on the field? That said, they can figure out how to cast it- Limited Wish covers every off-list low-level spell at a price.Selvaxri |

I prefer Blindness. A blind wizard can do very little because he lacks line of sight. I used to prefer Lipstitch but sometimes the wizard manages to cut open his lips again. Blindness lasts until removed. And it's a Fortitude save, something (NPC) wizards often have trouble with.
I hit a Wizard with Blindness during a campaign, and the player just stared angrily at me. he spent the rest of the fight floating around blindly on his floating disk.

That's because of the GAMING decision to leave that power as the exclusive trump card of clerics.
Believe it or not, there never has been an intention to allow sorcerers and wizards to do EVERYTHING.
