How spread out are these groups? Would it be possible to catch all of them in a Wall of Thorns or a Sirocco.

Kasimir gets the groups attention, drawing in the furthest team from the trees. The rest however seem to resist the enchantment. "ZONK!" one of the half-orcs yells, causing the groups to begin scattering. "Boss said no killing! Rough 'em up enough to get away!" another yells to the group.
The party can take actions to subdue the first group. It sounds like the rioting groups are going to break the enthrall on the other one.

Hamish's eyes narrow, as the looters seem to imply they are working for Torch. He refrains from any I told you so's, but clearly looks ready to roust them all.
"Avast, the blaggards is makin' a break for it!" Hamish calls, as they start to scatter.
Not sure what's supposed to happen here? Can we even do anything, given the numbers and how scattered they are? Went to set the dogs loose on these Torch flunkies! (where dogs = gulls)

Hamish doesn't hesitate, laughing heartily at the chance to beat down some of Torch's flunkies.
He says a quick arcane spell, giving the wheel of the gull a spin, then points it towards the fleeing looters. "Round 'em up lads! And don't be afraid to rough 'em up, as they seem to like that!"
Cast Greater Evolution Surge, giving the Gull both rend and pounce
The Gull immediately goes into action, its sails billowing outwards, as it races across the grounds, right into the midst of the nearest group.
(if only a single action, then whichever bunch is within a partial charge distance (40')... likely the closest, but will target one further away if possible.
Then pounce/full attack whoever is there... 'mostly' non-lethally... using the harpoons to reel in any who might try to split off.

I really feel like dropping a Firestorm and torching them but I will show restraint.
Rokgurn sighs and conjures a giant ball of water to roll over the trouble makers in the first group. He remains hovering high up in the sky (50') while his giant eagle circle overhead.

The ship quickly turns, and sails off after the next group, much like the first, dozens of tiny sailors throwing nets and grappling hooks to subdue the enemy, or send them to the briny deep.

Going to send the Gull to try to get the front gate sorted, now that we've gotten the ne'er dowells (undead and otherwise) sorted.
Can send Crazy along with, if you want, as they're the only two that can really work on it... and the gnome's better at it =)
If Crazy wants to go along...
He digs around in his pack, and pulls out a tricorn hat, only a little crumpled from its confines. He beats on his arm a bit, to get the worst of the flattened bits sorted, then hands it to Crazy.
"Temporary captain duties, are yours!" Hamish exclaims. "Keep an eye on Noodley Bob and the Twins... they's always trying to stir up trouble! Bless their hearts."
You're not sure how one would tell the various crewmen apart, to keep an eye on any particular one of them.

Rokgurn grabs a pearl of power to quickly recover a casting of Snowball. He then returns the consumed pearl to his bandolier.
"We can all deal with the gate and get the junior pathfinders to put back the loot that these criminals have taken. Then we will investigate the lone agent. For all we know it can be Torch himself."
The four giant eagles look eager for riders.
"We might as well fly places to save a bit of time."

On the back and forth it might save a couple of minutes especially for slow characters like Omrax. But the real point is that riding giant eagles is cool while walking is so very 1st level.
