I believe you are correct on the official year. Of course the GM is welcome to change the year if they so please.
JieJie huh...that is a little more difficult to make a nickname for Ameiko with.

You can shorten it to Jie. Chinese people always give each other cute nicknames though.
Right, but Ame-Jie just doesn't sound right, or maybe it does, but Ame-Ne sounded better, maybe just because I'm more familiar with Japanese, it might also be coupled with the fact that Ameiko's name is James Jacobs' attempt at crafting a Japanese name.

A-mei-ko would probably be three characters in Chinese (and they would be romanized differently), a sibling might call her Ko-ko or Mei-mei, but mei mei means little sister (mei can also mean beautiful with a different tone, among other meanings), so that's out. There are a limited number of phonemes in Chinese, and the pronunciation determines which character the sound corresponds to. But some pronunciations might have multiple characters so they sometimes have to ask "Wait, which mei?" in the middle of their conversation if it's not clear from the context. Chinese is pretty hard to understand at first coming from an English perspective.

I don't think her name would need to be transliterated into characters since it is obviously supposed to be like Japanese. Just pick some characters that mean something cool that have a reading at least reasonably close to Ameiko and make a nickname based on that.
Then again I find it odd that she does not speak Minkan even though her name is obviously supposed to represent that language. Speaking Tian makes sense because it is probably the court language and even if the Kaijitus are not noble they might want to imitate the elites, but not speaking Minkan is kind of weird.

As an aside, those of you who know chinese, how would a younger sister refer to he older sister in chinese? I know it's Nechan in Japanese, and I believe Luna in Korean but I am unsure of Chinese.
In terms of Respect then it'll be 'Da Jie'. (Big Sister).
Casual or as reference would be 'Jie Jie' (Elder Sister).Easiest point of reference I would think.

Minkan wasn't defined as a language of its own at the time that Ameiko was first statted out. I imagine an updated stat block would list both languages for her.

Shiori: The 'ko' phonetic does not really appear in the Chinese language. The 'gou' phonetic comes close, but doesn't quite roll off the tongue easily. You may find that "Meiko-jie" would sound better, with the emphasis on 'Mei' and 'Jie'.
Lastly, however, note that in Chinese families, it is actually seen as a mark of disrespect for a younger sibling to address an elder sibling by name. Instead, Ameiko would either be called "Jie" ('sis'), or 'Da Jie' ('big sis') if she is the eldest sister (if second/third eldest, she would be called 'Er Jie' or 'San Jie' ('second sis' and 'third sis' respectively). Conversely, attaching "Jie" or "Ge" at the back of the name of a non-relative's name would show that you regard that person as an elder sister/brother.
For present purposes, calling Ameiko 'Da Jie' or just 'Jie' would probably be most appropriate for Shiori (notwithstanding that they both have names that sound Japanese rather than Chinese).

The -ko is probably intended to be 子 since that is the -ko at the end of female names in Japanese.
I think that Shiori should just go with whatever the Japanese nickname would be since now all the Kaijitus will be able to speak Minkan (and presumably do at home). Although using a Chinese term could open up some interesting things to play with about cultural assimilation in Tian Xia.

I don't imagine Ameiko worries much about formalities, she seems to be rather laid back, however I could see NPCs later on not being comfortable with Shiori calling Ameiko by her name, of course I've only played to the first encounter for this so I don't really know how they would react.
Knowing a bit about Japanese names, I know that ko in one's name tends to mean child, thus this is the part that I feel inclined to omit, because Shiori is less inclined to view her older sister as a child. With them both being Japanese names, I may just go with Amei-Ne , especially now that the GM has said that Ameiko will know Minkan. Or perhaps she can call her Amei-Ne in private and Da Jie or Jie Jie in public.

Chose my campaign trait, student survivalist. I was trained by and worked with Shalelu after she rescued me from a gaoblin attack that destroyed the caravan I was with. Never understood why, by Vera is grateful to Shalelu, and works well with her. Also Vera really hates goblins.

Orochi walks into the Rusty Dragon. Even though he was raised in this human community, he still feels ill at ease sometimes. Seating himself at the bar, he orders a stiff drink to calm his nerves.
He glances over to the red-haired woman who is already seated. "Hello. Would you maybe know the lastest gossip ? How is this town doing ?"

"The town is doing just fine." Shiori speaks out of turn as she brings the nagaji his drink. "Anyone who says anything to the contrary will say no such thing in earshot of Amei-ne." She pulls up a chair at an empty table and sits flips it around, sitting in it backwards and glaring at Sandru as the Varisian man sits in his normal spot, and if glares were daggers, the man would be riddled in wounds now. "Hey Sandru, just cuz Amei-ne is your friend doesn't mean you can drink us out of house and home, make pay your tab!" The girl speaks with a half smile as she lets out a short sigh.

Wasn't complaining, just saying why I've been quiet. But if you insist...
Allysen turns to the strange man, her lips pursed as in thought.
"Lessee, there's a rumor that Vin's youngest is sleeping with four different men. There's another that says it's five and the mayor. A chest full of gold is hidden in the last cell on the right in the garrison. The dragon on top of the Rusty Dragon's a gargoyle. The glassworks is a front for demon worship, and your's truly is having an affair with our good sheriff." She flashes her neighbor a smile. "I think that's all of this weeks rumors and gossip. I can only say that last bit is absolutely false. Kaye would skin me alive if she thought I was using my charms on Belor."
Her mug tips towards Shiori before coming up to her lips.
"Pintsize over there is right about the town," she says around the mug. She swallows a few mouthfuls of the mead in it before bringing it back down, "Town's been doing fine. The goblins have been quiet and even the Feedbag's less rowdy than usual. So what about you friend? Things going well with yourself?"

"I'm on break." Shiori scoffs at the man rudely, as she leans inward. "What are you reading there?" She adds leaning inward and trying to grab at his book. "Doesn't look very interesting."
She then looks over at Allysen, "A gargoyle you say, well, those are some odd rumors, someone must have nothing better to do with their time then spread pointless unbelievable rumors, though I would be inclined to believe that last one."

As Shiori reaches for the book, he allows her to grab it and see that it is a notebook filled with cribbed notes, badly executed drawings of dragons and mangled attempts to write something in Tian.
"Well when your break is over I would like another of whatever I was just drinking." He says with an apologetic smile.
