I've got a basic start for a character based on this old PFS character, whom I will update soon. My question is, since wizards start with Scribe Scroll can Andrezi use some of his starting wealth to make his own scrolls? Second question, the Golarion languages aren't part of the core rules, can I learn them (such as Hallit, Varisian, Polyglot, etc.)?

You can use some of your starting wealth on scribing scrolls. Regarding languages I'll just use common for human languages etc.

Question: are you allowing item creation feats? This could change my skill selection.
Will you be allowing the improved familiar feat?

Yes to both.

Still need to finish up the purchasing of gear but everything else should be done.

background:

Calin grew up in Greengold, in Kyonin with no knowledge of his father. He grew up playing with elven children, human children and even a few half elven children in the community and seeing the other half elven children's parents answered questions for him. Watching one half of their parents age much faster than the other made him realize his mother couldnt stand the thought of seeing his father age.
In his early 'teens' He took to training with the city watch, the fact he was naturally clumsier than a lot of the elven members made him focus more on his defenses, and he became well used to heavier armor and shield play, and aiding his far more mobile and quick trainees. It was on the eave of his official beginning as a member of the guard when a letter arrived at his home... His father had passed, murdered by a madman in the town of Sandpoint.
The news devastated his mother, she said nothing for weeks. Then one day, she spoke simply. She told her son she was retiring further inland, and she loved him but for the moment she couldnt bear to see him. It brought up too many pained memories of his father. Calin understood. he had known for years his mother was unhappy, and he honestly didnt blame her. She gave him a good amount of gold, Her journal detailing her life before she became pregnant with him and hugged him farewell. He left for Sandpoint the very next morning.

Sandpoint was everything he had hoped for... but at the same time it was everything he didnt want as well. With the barest of information about his father from his mother he made his aquaintence with Daviren Hosk, owner of the Goblin Squash Stables, an old friend of his fathers. He learned about his half brother and sister, young children to his fathers widow. The shock that his father well... had a side fling with his mother had never occured to him, somehow in all the studying of the journal of his mother's he had never noticed that. Still he was in Sandpoint now and it was his new home. He busied himself in working, both at one of the local lumber mills and for Mr. Hosk at the stables all while volunteering for the local militia.

ten points about Calin:
Calin’s General Background & Concept!
1. Is a quiet rugged young man who's come to Sandpoint originally in search of information on his father, but now to settle in
2. Has a driving need to help those less fortunate than he is

3. Is accutely aware that as a half elf he is trapped between two worlds and not really fit for both

4. Since he has no living family in Sandpoint, and just a few acquaintences, He works very very hard to pass time.

5. There is this beautiful lass who works at the Pixie's Kitten that he has his eye on, but he is too afraid to speak with her.

What Are Calin's Goals?

1. While Content working at the stable's Calin is sure he is meant for more than just peddling horse flesh his whole life.Someday, he wants to be famous enough that perhaps word reaches his mother in distant Kyonin if only to let her know that indeed her son is well, better than well.
2. He wants a real family one day, loving wife little children.

Here's Some Characters Related to Calin:

1. Aystellus - Calin's mother was a young wizard studying Sandpoint's lighthouse when she met his father. Their affair was quick and fiery, but burned quickly out. Especially when she discovered His father Dannil was engaged to a shopkeeper's daughter.

2. Tessa Fairwind - Young prostitute working at the Pixie's kitten. She hails originally from Magnimar and was a member of one of its street gangs but fled the city after she lost her sister in a brawl. With not a lot of coin to spare the attractive woman found work where she was able to.

3. Garreck Danvar - One of the ruffians that does some dirty work for the local sczarni toughs and sometime lumbermill worker. After an accidental collision with him outside one of the taverns he has taken a great dislike of the young Half elf.

Calin's Secrets?

1. Aside from Mr. Hosk, No one from Calin's family knows who he is. He's often thought of approaching the widow of his father and her two younger (almost teen aged) children but wouldnt know how to start to explain things. As far as he could read in his mother's journal She was unaware of her fiance at the times infedelities.

Calin's Strongest Memories

1. His mother's tears as she bid him farewell.
2. That first moment he saw Tessa Fairwind in the market buying it appeared to be ribbon... He had been so distracted by her beauty he wasnt paying attention to his work on one of the horses he was leading out to the buyer and recieved a nasty kick... While others nearby looked just as concerned for his well being her horrorstricken look that he might be hurt is etched into his memory.
3. The mocking laughter of some of the elve's he had trained with in Greengold over his 'clumsy' nature haunts him still some to this day.

Backstory:
A good natured member of the town militia, Jack has spent much of his life in and around Sandpoint, a born native dedicated to keeping his town safe. At a young age, he displayed a knack for martial pursuits after spending a number of evenings watching Sheriff Hemlock practice his weapon movements and mimicking them with sticks. Brought on as a full member of the town guard at age 16, Jack spent about a year and a half serving proudly before meeting the monster that would alter his outlook: an ootyugh named "Ol' Gullet".

After not hearing from a local farmer for several days, Jack and a couple other guards were dispatched to investigate his silence, only to find the farmhouse in a wreck and the farmer missing. Finding a rogue tooth by sheer luck, Jack brought it back and took it to Ilsoari Gandethus, head of the local Turandurock Academy, for an assessment. Gandethus determined it to be the broken tooth of an ootyugh, an aberration he suspected might have moved into Brinestump Marsh after being displaced. Fascinated, Jack asked to borrow a few of the teacher's books for reading on the creature, determined to hunt and slay the monster before it could do more damage.

A few months later, Jack went out on patrol through the hinterlands and came across the ootyugh, whom he'd named Ol' Gullet for his appetite, attacking a wagon train. Despite his best efforts, the best Jack could do was distract the beast with a broken wagon and get the travellers to safety. Frustrated by his failure, Jack approached Master Gandethus again and asked how to beat the creature, to which the teacher stated that it would take both magic and skill at arms to bring down a beast like that. Undeterred, Jack began showing up and asking about magic spells and casting, and Master Gandethus began teaching him, partly for amusement, and partly because he was shocked at how proficient Jack proved to be with magic.

After about a year of study, Jack went out for patrol again and this time, managed to find Ol' Gullet attacking a local farmhouse and family. Riding to the rescue, Jack managed to beat the beast off, partly due to skill and partly by sheer dumb luck... and certainly not without significant damage to the farm. Still, the family were grateful and Jack noticed that he was improving. He began to alternate between his hunts for Ol' Gullet and his lessons both with Master Gandethus and Sheriff Hemlock, determined to blend both steel and spell together, spending up to a week pursuing either. Over the years, Jack has gotten painfully close to putting down Ol' Gullet, but never quite finishing the job for one reason or another. But what he has managed to do is blend both magic and martial prowess into one, raising himself through the ranks of the town guard.

Jack still vows to put Ol' Gullet down once and for all, but for now, he busies himself with his duties as a town guard and his studies in magic. The upcoming Swallowtail Festival is pulling him away from his studies more than he would like, but as a town guard, it's his job to make sure things are safe, and he is nothing if not dedicated to his hometown.

Personality:
Jack is incredibly dedicated to his duty as a town guard, and looks up to Sheriff Hemlock as an epitome of the heights of remaining sworn to a task. Though he also admires his magical mentor, Master Gandethus, for his wide reaching intellect and broad scope of knowledge. Despite perusing the archives and museum of his teacher's past travels, Jack is surprisingly not afflicted with any sort of wanderlust. He attributes it to his regular travels across the Sandpoint hinterlands, but even then, he never strays too far from home.

Jack is remarkably brilliant, even moreso than his prowess at martial pursuits, and Gandethus has repeatedly mentioned that Jack's talents are wasted sticking around in Sandpoint. In fact, he is so confident in Jack's abilities that, at one point, his teacher even offered to pull some strings and help fund his attendence to the Academae in Korvosa itself! However, Jack takes quiet offense to the notion that he is "wasting" his skills in his hometown. After all, if he's in Korvosa, who's gonna hunt down Ol' Gullet? Who's going to range out and keep the goblins in line? Who is going to cover for Sheriff Hemlock during his quiet meetings with Miss Tesarani? For all his skill and talent, Jack is incredibly humble about it and believes that his time is best spent keeping Sandpoint safe and orderly.

If there is one thing that can be said to Jack's detriment, it's that he's a bit naive and assuming. He sees the potential good in everyone, even if it's blocked or overshadowed by harsher elements. While this makes him extremely easy to get along with, it can lead him to being easily manipulated. Even so, his talent for both magic and swordplay are usually enough to see him through most trouble, and he has plenty of friends in Sandpoint who will be glad to help repay him for his dedication to the town.

I don’t know if this is a house rule that we do or if this is a real thing.... but do you allow the buying of partially charged wands?

Wand has 50 charges and cost 750 gold. Breaks down to 15 gold per charge. Can I buy a wand with 10 charges on it for 150 gold?

Yes, I'll allow it in character creation.

Bleh, well, here is the deal folks; a friend of mine is having some RL problems and wants me to take over GMing her Rise game, this is in addition to a private Rise game I promised to run for another friend that will start soon. While I love GMing I'm not in the mood to run three versions of the same adventure path right now. I apologize but I am going to have to postpone running this game until things are sorted out.

I refuse to cancel games that are already going except in extreme situations but as this one has yet to launch I'm afraid it's the game on the chopping block.

I apologize for the inconvenience.

Very sorry to hear! But best wishes.

As Chipluck said, best wishes, better to drop now than mid stream, good games and good travels and see you in the future perhaps

Disappointing, but the mark of a good GM is knowing what he can and can’t do, as well as communicating that with the players. Best of luck to you and yours.
