Introduction:

Below you will find the outline for the newly envisioned Empire of Xeilias. Those of us who have been hard at work on the restructuring of the Empire believe that it is different enough in this most current iteration as to warrant a new thread. We hope this does not break any norms of forum decorum, but we believe the changes are significant enough, and the inability to edit original posts prohibitive enough, that a fresh start would serve us better as we seek to share our vision with the PFO community. We hope it meets with your approval.

Purpose:

Whereas the existing Division (and eventual settlement) threads associated with the Xeilian Empire are for the recruitment of individual players and Charter Companies, this thread will be devoted to imperial level diplomacy and the recruitment of larger entities that desire association with the Empire of Xeilias (i.e. settlements seeking membership or alliance).

The Empire of Xeilias:

The Empire of Xeilias is a nation level alliance initially created by the merger of the Kingdom of Aeternum and the Golgothan Empire (including the Crimson Guard, Maelstrom, and The Bloody Hand). For its part, Pax intends to establish three settlements, prioritized in the following order, as recruitment and resources allow: Lawful Neutral Callambea, Lawful Evil Golgotha, and Lawful Good Fidelis.

That said, Xeilias is not a Pax nation. True, it is founded by Pax, but Pax governed settlement votes on imperial matters will each be weighted the same as any other settlements within the Empire. After all, the Xeilian Empire is owned by the citizens under its banner, as represented by the settlement leaders who vote on its councils, whether they be Pax Gaming members or not. The only difference in voting power that will exist are limited veto rights built in as a fail safe for dissolution.

To this end, the Xeilian Empire is actively pursuing new settlements wishing to become equal members. Likewise, individual companies seeking sponsorship by one of our settlements are strongly encouraged to apply to the settlement of interest - simply follow the appropriate link below. Upon acceptance, company leaders will gain the authority to represent their company's concerns on the legislative council of the Empire of Xeilias. Private Companies wishing not to tie themselves to the Empire as a whole but still wishing to establish a business in a settlement of the Empire can do so and will still have a collective voice on the legislative council.

Empire of Xeilias - Charter

Pax Divisions & Future Settlements:

Pax has been planning a presence in PFO for well over a year. Our latest iteration, The Xeilian Empire, currently consists of three varied alignments. These alignments are represented within Pax by three distinct leadership structures known as Divisions. While separate, they are bound together by pragmatic choice. The first division, Aeternum, will found the settlement Callambea which will be the Lawful Neutral trade hub of the empire. All things mercantile, from raw materials and finished goods to every manner of contract will be carefully measured and weighed like the coin that will flow through Callambea's gates. Creating an overwhelming military machine is the objective of Xeilias' second division - Lawful Evil Golgotha. By conventional armies or operations more covert, Golgotha will bring peace, at home and abroad, through strength of arms. The final member of this triumvirate, Lawful Good Fidelis, is the compassionate conscience of Xeilias. With plans on establishing Lawful Good New Kirke, Fidelis will be focusing on community. Whether through public outreach initiatives, operation of social hubs such as shrines and inns, protecting the empire from monstrous escalations, or providing for homeland defense, Fidelis will be the counterbalance to its sister, Golgotha. By spanning the spectrum of lawful alignments, Xeilias promises a rule of law for its citizens and settlements, the likes of which provides the greatest chance for prosperity, while at the same time, allowing its players the widest range of roles.

Pax Gaming:

Pax Gaming is a collection of over 2,000 community minded members committed to enjoying games of all sorts together. The community has been in existence since 2001, and its members have been experiencing games together ever since. We are a community first, and a game aspect second. This means that we fully support all playstyles including PVE, PVP, and RP. Our interests are not focused on a single game, but includes many MMO's as well as tabletop, shooters, and more. Who a recruit is as a person weighs more heavily than any other consideration. We are a group of friends, family, and likeminded geeks. Many of our members have met up in the world, and at conventions you can expect to see a table or two with Paxians. While our numbers steadily grow over the years, the quality of our family remains our single largest benefit.

Pax hosts our own server for teamspeak as well as our forums. We have an organized charter that outlines a very simple yet definitive set of rules to maintain the level of community we wish to provide. While we strongly encourage participation in roleplay, no single element of a game is enforced. Our concern is for our members to enjoy gaming together. That being said, every division of Pax Gaming has origin stories, roleplay officers, and event planners. We also promote and support officers in charge of PVE and PVP content as well.

As far as seeking to beat you or join you, I am sure there are mutually beneficial arrangements to be found that do not require either and I hope to locate them and discuss them in the future.

As for Callambea, we welcome the coin of anyone who is currently not in acts of aggression towards us. NRDS, the coin of the bandit clinks as well as the coin of the paladin :)

Sorry, I didn't quite mean to imply that one has to be solely aligned with either of those extremes to interact with Pax. But listing all of those states of interaction didn't quite have the same ring to it. I appreciate you bringing it up though, just in case others got the wrong idea. :)

Congrats Pax! Xeillas is really looking like it will be an interesting "player". Not a cookie cutter, lopsided "idealist" presence, but something of more depth and possibility.

Pax Golgotha - Sword arm. Designed to strike blows for the Empire when needed. Get the job done, sometimes in a "not so nice way".

Pax Fidelis - Shield arm. Designed to protect the Empire. Possibly at political odds with Golgotha, but always seeking change in a peaceful and lawful way.

Either the sword or the shield can also be used to parry or bash at need.

Pax Aeternum - The body that coordinates and fills the "purse" so that both "arms" can function at 100%. The "Balance" or "pivot" that keeps it all together. Many, many RP possibilities in the politics of your counsels, not to mention everyday policy!

This is just some of how I am seeing it. I am not speaking for Pax.

Thanks for posting this. I have two questions:
1. Is this a metaguild?
2. The structure sounds REALLY confusing. Seriously, a diagram or mindmap would be a great help in transparency of this community/guild/metathing.

Going to give your questions a shot.

1. Xeilias is not a metaguild, settlement, or even Pax. It is an alliance proposal of multiple settlements into a single nation level structure.

The people sponsoring this nation level alliance are however apart of a Metaguild called Pax Gaming (www.paxgaming.com)

(Hopefully I don't make mistakes in listing all this :P ) The diagram would resemble a pyramid: Xeilias is the highest level of organization as the nation; all the Pax Gaming activity would happen as part of this nation, which may or may not include other meta groups as well (don't ask me about high level stuff like that, I'm just a lowly grunt ;) ). Below that are the individual settlements, including New Kirke, Golgotha, and Callambea (the divisions specific to those three settlements are called Fidelis, Golgotha, and Aeternum, respectively). And the lowest level of organization at the moment below settlements are the individual companies, of which there are several per settlement. For more information scroll down to "social structures" on this page.

To be fair, George, there are a lot of names for someone new, and I'm sure the different names for Callambea/New Kirke vs Aeturnum/Fidelis will throw more than one person. :)

I think Bringslite sums up the idea, of how Xeilias will function, pretty well.

As for the structure, based on game mechanics, Shane does justice to the workings of that with his explanation. With the Chartered Companies being attached to a settlement and the settlements themselves being overseen by the Council. The culmination and collaboration of all of these parts forming the empire itself.

Kind words Pax Dysc, and I thank you. My desdcription was really at the starting "settlements level" and may indeed be confusing and limited (as a view) for those new or looking at Xeilias.

I left out some important stuff: If I read the real announcement correctly, Xeilias is open to being joined by settlements, companies and individuals whether to strengthen the groups that I described or to carve out their own place of usefulness. The most important thing, that I did not mention (again if I read it right), those that join the "Nation" will have just as much importance and say (at their level of participation) in the workings as any other group. Equal votes at the levels which you fit in the nation. If that does not encourage those that want to be part of something strong AND have a say in what goes on, I am not sure what will.

That is absolutely correct, with only a single caveat. Pax settlement voters are the only ones that can vote to dissolve or otherwise take over the empire.

That said both Pax and non Pax are equal in all other votes. One settlement, one vote structure.

That being said, the limited veto power Charlie mentioned is something that is currently exclusive to Pax leaders but we have tossed the idea around to have criteria established that will grant other settlement leaders that join Xeilias that same limited veto power. That criteria is currently not in place and is not set in stone.

It is the intent of Xeilias to attract like minded organizations and treat them as equals to us within the Empire. Our charter was reviewed for over 5 months to achieve the best balance possible between the protection of the established Empire and the fair, equal treatment of those that wish to join her.

To further clairify, these limited veto powers apply to what we anticipate to be very rare instances. We cannot veto independent settlement choices such as war or trade. It is in place to prevent the "multiple settlements joining the Empire to offset votes with the motive of self-destruction by various means" plot from occuring.

That is what I assumed. Good of you to clarify, though. It makes little sense for an organization to allow an avenue of "planned destruction from within" through It's own policy of open acceptance of all that would join. Not in a game as complex a this looks to be.
