There are not enough giant stick bugs or reclining giraffes to walk along. Xavier could climb along the animals mounted on the walls (i.e. only through those squares touching the walls, DC 10), otherwise, it's swim (DC 10) or drown for short people.
And yes, that's a no. Xavier manages to keep his head above water, but doesn't move from his space with that move action. What would he like to do with his standard action (as he can't get close enough to Stefan to touch)?

It takes about 40' of move to reach the wall (if you are heading more or less directly for her--two diagonals in a deep bog, but one is a half space) leaving 20' of move left. People normally climb at 1/4 speed so she is 5' up the wall, and out of the water on the back of dusty, old, stuffed owlbear head.
Xavier's bullet hits, but harmlessly bounces off the little, fey, feral woman.
