RAW aren't clear how a failure of less than 4 is handled if a character is jumping into the wild blue yonder. If you deem he falls prone, he uses his standard action to stand. If he lands on his feet, he moves forward at 1/4 his speed (5')
I'm pretty certain you still do the "falling thing" and land prone, so I'm going with that. There's no damage as Boomer is falling into nearly 5' of water.

It's almost impressive how many synonyms he knows for the words "fight" and "peace", considering he's technically yet to repeat his own words but has been reiterating the exact same points for several rounds now.

It brushes his evasive target, but not enough to damage her. And doesn't seem to be any where in range of her either, but eh.

Aside from the plethora of brightly colored stuffed birds perched along the sides of the display cage and floating like rainbow pond scum on its surface, Boomer notes the unconscious man floating within.
