Telepathy is Selective that is you chose subjects it's not projected to all, there is a coursed item that dos this and powers spells that let you do this but is always stated.
I made it clear IN game Amber and Opel HAD brought up their mental defaces blocking out ZIX
Last of all show me the spell power that lets you eavesdrop on telepathic communication that is NOT mind reading. To do that Zix used a power to brake past mind block mind blank that amber Opel had up, that's why they got upset.

Gonna have to disagree with that last line Ice: assumption of innocence is key to any freethinking society. Treating everyone as guilty and subject to random searches, and not allowing any privacy is... very simply, tyranny.

I don't mean random searches by government, i just speak of the concept of mind reading itself.
More so referring to my opinion on in universe mind readers who read the surface thoughts of those they meet. To them, it's just like listening to a conversation as you walk by.

I believe you can intentionally create a cursed item for a specific DC but I don't remember the rules for it honestly. :)
