Yeah, alone that would be a walk in the park for them, but if you also had a few slightly lower CR goons it will be a much better challenge. Generally speaking it's easier to challenge PCs with a group of enemies instead of one on its own. And it's totally realistic for a patrol to consist of multiple creatures.

A good added trick with that level to drop null magic areas in there, not all over the place just in there path in a trap kind of way, then they have to make a call on fighting in place or falling back to fight, I had a game like that and it was great fun just working out how to pull the bad guys out the Null magic area. Had to do some real tactical thinking and not just charge in.

I believe the Witch King is a Nercomancer Follower of Orcus.
Capt Wombat's suggestion is a good one, especially if such a zone/field happens to be triggered after the area is passed.
I would look through the Bestiaries and find monsters immune to cold, but that posses solid abilities that can at the least harass and agitate the heroes, while dealing with the dragon itself.
Course, if you can't find anything out the box so to speak, there's a few templates from Reign of Winter that I believe grant cold immunity, that you can then just slap on any creature you so desire.

Hmm. If it has I missed it. It is a bit weird. I know it's a tablet to us, but that's not the setting specific term and it does sound a bit jarring...I mean where aside from the player accidentally metagaming would the character pull the term tablet from? It's not really that natural of a name for it even though its what we're used to. Anyhow I thought Aananda got the term from Tamrin in the first place since I thought the data pad was actually empire tech she copied and improved though not much. It was already good the way it was.

Arrow demons on high will give the party a bloody nose, the skeletal warlocks have infinity clips, and all get height advantage bonuses.
