I think Popper has made his choice. He opts to turn the surviving sarcesian over to the authorities, but doesn't want to bait Fayetta into being captured. Does that put him under neutral choice, or choosing to side with the Eoxians?

In-world, it's not a neutral action. Chronicle-wise, it is.
BUT, I just second checked the scenario. Turning in the bad sarcesian to the eoxians doesn't have to ruin your relationship with the surviving sarcesians. Give me a Diplomacy check to try to make nice with Fayetta.
