I think The Maple Trees Remember by the Real McKenzies (an all-time favorite band of mine) is a good theme for him.

At this point of the campaign, this might very well be Ahto's Theme. Everyone and everything is trying to bring down our nascent nation.

As for matters of business, if our new players are ready to jump in, I can make a gameplay post that describes what they find as they arrive in the town of Horace. You can decide whether you each arrive independently of each other or if you happened to cross paths while traveling.

I'll just share my playlist for Pelipe. The first song is probably her theme song, though all have ties to her theme as well as heritage, since from what I understand, Brevoy, and in particular where she is from is very similar to Eastern Europe/Russia in culture.
В саду осіннім айстри білі (The White Asters in the Autumn Garden) - Ukrainian - The asters have bowed their head down in mourning because the girl has lost all her strength because she's become a stranger to those who have said they would love her. She is aging and still doesn't know love. She will carry the memory of the possibility of love to her grave though and every time she plucks an aster, she is reminded.
Ahk Odessa (Goodbye Odessa) - Ukranian/Yiddish/Russian Combo - A girl has left the home (Odessa) she loves, her friends, and her family. She is recounting cultural things of home through the song. Though she is apart from it, she is connected to it always.
Tsvishn Di Berg Di Grine (Between the Green Mountains) - Yiddish - About a woman coming from a grey land of mountains, bare trees, and conifers to a land of hills, mountains, and rivers. She is in wonder at how green everything is.
Arum Dem Fayer (Around the Campfire) - Yiddish - Courting around a campfire and how life is improving for her.
Шумел камыш (Rustling Reeds) - Russian - She has fallen in love with a man and went "walking" and "couldn't find her way home until the next morning." Her mother is asking where she's been.
Russian Folk Songs - Russian - This was a nice tribute to Ludmila Zykina (who is the singer in the first song and the 80yr old lady at the table, if you watch). There are numerous cultural songs as well as traditional dances and costumes. Lyrics are on the video.

I, as the player am not expecting any nefarious activity from our new party members, but Ahto is an inquisitor, and as such holds a healthy suspicion for people he has just met. Once he "checks ID", he'll be a lot more friendly/hospitable.

Are there any laws restraining the fey from behaving the way they are currently? Pelipe may have discussed with Ahto and the others on their journeys these laws of Horace. I am wondering if she can cite any rule, or inform Stayven and Warren to act as heralds and to repeat which law these fey are disobeying; to warn and alert them that they are subject to punishment if they don't behave. That way the group can leave it in Stayven and Warren's their hands while we deal with the menagerie owner.

The fae already living in Tamlyn agreed by treaty to become citizens and live side by side with their fellow mortal citizens. Both sides are constrained by certain terms:
There is fae territory in Tamlyn's borders that mortals may not settle, build or harvest wood from. Mortals may visit this area as guests, but fae may not use force or any form of supernatural compulsion on them.
The fae may likewise travel into the mortal settlements, but may not engage in any lawless behavior, though harmless pranks are tolerated. The definition of harm is fairly narrowly defined, so that no one is accidentally injured or killed by a harmless prank gone awry. Beings of mixed fae and mortal heritage are welcome within the borders, but the fae have final say as to whether or not they can settle in fey lands. Typically, this means living naturally, and not clearing land and building.
All citizens of Tamlyn, mortal and fae alike, agree to be governed under the Ruling Council, of which Ahto currently presides. The fey folk pay taxes in the form of a agreed upon amount of lumber and other natural resources from their lands. The fae folk are also expected to defend Tamlyn from external threats, and be called to form a militia, as required.
I'm sure I'm missing a detail or two, but those are the major points that were hammered out in the original Constitution of Tamlyn.

What about rules for visiting fey? Clearly, the First Citizens aren't the problem. They know the consequences and probably have a healthy respect for them, as they have even seen this day (with the dealing with the slug). The Leshys before and now are probably fey in town for the queen's arrival. What laws are binding them?

Visitng fae are bound by the laws of Tamlyn just the same as mortal visitors are. The fae council members and militia generally take point on greeting them and letting them know what's what.
This is also why the fae menagerie keeper, for example, is in BIG TROUBLE.

Fey have a curious attitude towards agreements and deals. The visiting fey, assuming they even realize that Tamlyn may have laws affecting fey, probably have any number of rationales why they don't apply to them.
They might reason that they did not personally agree to it, so it doesn't apply to them. They might argue that, as per bizarre rules of hospitality, the host must respect the rules and wishes of the guests. They might even argue that the laws of the Stolen Lands (i.e. the absence of law) precludes the laws of Tamlyn by virtue of having come first.
When you get right down to it, fey psychology is quite alien. Those who have had more contact with mortal humanoids (like your First Citizens) may have adapted, but these newcomers have not, so reasoning with them will be quite the challenge.

In a manner. You will see us imprisoning the menagerie owner and heading to the dungeons/jail cells. Pelipe, however, is off on her own in the middle of the city heading for the tannery. From an aerial perspective, she appears to be following something and sneaking into the building. The others may eventually be heading to the tannery as well (if they end up following Pelipe's tracks).

Warren respects others privacy, when excluded he was happy to fish with his friends. BUt he wont be spying on Pelipe.
I don't know if we are going to do our own separate stuff or go as a party. As a DM I prefer the latter, but hey I'm just the new guy, I may even start exploring a Hex with hoot and invite my new friends along.

I apologize for the lack of posting lately. I've been having health problems for the last couple weeks, and been scrambling to catch up on my college assignments as a result. (Don't worry, it's not COVID or anything. Just Chronic Illness Life.) I have an appointment with my doctor later this week, hopefully he can do something about this.

Are those who of us who just arrived from the castle now on the shore of the lake, or are we in the process of crossing the lake, or are we at the foot of the tower? Just want to make sure of our starting point in this scene before I post my next action.

After a protracted race across the lake to the tower at eagle speeds it would be surprising if you arrived in less than minutes.
I thought this would be the new guys earning their way on the team moment doing something by themselves, but if this is the end of the split party plan that would be good in itself in my opinion.

I'm totally cool with letting the new folks take on this fight themselves, if it is within their abilities (CR-wise) to handle without the rest of us. I just didn't want to have anyone killed because the party was split.

My plan was to sort of split the difference (pun not intended) between letting the new party members prove themselves and resolve the split party. Melianse's magic will get the veteran party members across the lake quickly, but not immediately.
Ahto, Pelipe, and Katrine will reach the island and enter the encounter in 1d4 + 2 ⇒ (4) + 2 = 6 rounds.
Until then, the new party members are on their own. If they can resolve the situation in that time, I imagine it will be quite impressive to the leaders of Tamlyn.

I apologize for not posting earlier, I'm still having health issues. And now I'm fighting with insurance to cover my medication. >.< I really hate the American health "care" system.
Things should ease up in mid-May after the semester ends, but until then it's going to be a bumpy ride for me IRL.

Sorry to hear that! Does your hospital have a social worker? They sometimes can help smooth those transactions and work for you.
