That implies to me that they get Masterwork for free. Which ones? The staff of aspects has a cost of 19,100 gp and a price of 37,600, which is 600 gp less than double the cost (for both ends). The same differential occurs in the staff of authority. And the staff of curses... OK, I see what I was thinking when I was reverse-engineering staff costs to try and figure out if MW was included. With the Staff of Aspects (which was the example I used because it was the first staff alphabetically that had a weapon enhancement) MW is not included in the Price, but strangely it is included in the Cost.
Which is to say I calculated the Price without MW:
Aspect of the Wolf = 6000 (400 x 5 x 9 / 3)
Aspect of the Stag = 5400 (300 x 4 x 9 / 2)
Aspect of the Bear = 3600 (200 x 2 x 9)
Aspect of the Falcon = 1800 (200 x 1 x 9)
First End +1 Weapon = 1000
Second End +1 Weapon = 1000
Total Cost = 18,800
Double Cost = Price = 37,600
And it matched the price in the book, so I didn't look any further.
But as you've pointed out, that's not the listed cost: the listed cost is 19,100: half the price +300. Of course, that's wrong, too, because it should have MW on both ends, so I would have expected Cost 19,400, and then Price 38,200.
Does that make sense?
I thought I'd double-checked that theory against one other staff, but maybe not. There are very few other straightforwardly priced staves with weapon enhancements (most also have another ability that is harder to price).
Anyway, now I'm just not sure whether MW cost should be added, whereas before I was completely sure that it shouldn't be. Sigh.

So far I've seen... not a lot of rings, weirdly. A ton of them seem to have gotten culled.
I saw a staff-rod that was also worn as a ring while gripped, and could be used as brass knuckles.
Then I woke up. I need to get real sleep.

I'm pretty sure a quarterstaff can't be masterwork only on one end. Some other double weapons maybe, but I would be surprised even with those.

I'm disappointed that I didn't start my keep list sooner as some of the artifacts that I saw pre-cull are long gone.
Well, due unexpected illness and important exams and whatnot, I can look in peace at the champion voter and think... "some other year. Maybe."
Enjoying the post-cull items, but that's to be expected, I guess. Haven't seen mine, but I feel peaceful about it. By now, I've seen enough items that I would enjoy seeing in the top 32.
Oh, who am I kidding as much time as I can manage up to the deadline later today shall be spent voting until I see my own item. Or resign myself to looking at the list. Hmm. Oh well.
Still, I have seen a few items that I would have THOUGHT to have been culled. Someone must like these things a lot more than I do. Not many of them, but then taste is individual.
Edit: Well, huh, by my count that was over 1000 votes. Guess I'll give it a dozen more and an hour to see if it changes it's mind.

I will be posting a finalized item stats tally after voting is done today. My earlier entry was based on quick reading and analysis to allow me to keep my voting count running along. This new one is done with more careful diligence.
Don't expect a radical change in any numbers; all differences were because of lack of clarity in the writing or obscure weapons and armor. The snapshot from early in is still a big indicator.

One has a strong visual but feels mechanically incomplete against a cool name and strong mechanics but a weak description... yep second one won.
Two rods I've disliked got a reread going against one another.
