I think my idea works well, as
Spencer: Can come to do some scribe work at the newspaper
Arlo: Can know or be doing odd work for the Dwarf brothers.
Moira: Can be there seeing AL-eon about investment Opportunites or placing adds in the paper.
So all have a reason to be there without suspicion. My thinking is it can act as a safe house if needed. Or a meeting place that is less public than the inn.
Also, she now has some local noble clothing, she is supposed to be wealthy after all.

I like the Gazetta. I like Arlo using Tom as part of his narrative. Everyone improvising to describe a small or large part of the town is perfect, in the spirit of the framework I'm aiming for. More or less the good parts of "rules lite" systems, letting the story unfold collectively.
And we can still use all the crunchy Pathfinder mechanics for combat and character advancement as necessary.

Just one caper at a time. You can take actions that might gather information on other while you do one.
But "entering" a given caper involves taking actions that commit you to the situation.
Also, Arlo y'all are part of a larger organization - requiring payment to take part in necessary actions is a bit weird.

I can understand the vote impulse, it makes sense.
BUT my hope, my aim is avoid a day (or more) of back-and-forth each time the list comes out. Especially, avoid another vote on how and then a vote on when and so-forth.
What to do, what to do...
How's this? Everyone could NUMBER their priorities for the caper priorities.
Even better, each person could CLAIM a caper and be the one who starts that one. And we decide which one
This is something I'm working on, so I don't mind talking quite a bit now about how the mechanics will work. BUT I want to get us to a point where the mechanic is fast.
Also, if it is possible, could we please follow on discord. That also can speed discussion.

Having been in town a couple, your mastery of local laws is a bit sketchy, you've been "faking it" to not seem like a total outsider.
That said, what you know is that there a number of laws traders must obey.
1) Traders must pay port Taxes, collected when a ship unloads or loads. Occasionally, traders attempt to evade this by taking valuable goods overland.
2) Traders can't "steal" the inventions of others. A given trader can obtain a patent with the courts and then it is up to the given trader to enforce.
3) Traders can't sell stolen goods, "disreputable" good like body parts or similar things. You don't know of much necromany being practiced in the city.
The Trade Courts, two blocks from the docks, give legal statements, including declaring traders criminal. Enforcement of such claims is left to any other trader with enforcers or the town guard can be hired.
You aren't what the "known criminal traders" are wanted for. Most likely tax evasion. Some times a trader is declared criminal without the courts clarifying what the violation is.

You know there's a 20% luxury tax on things like gold jewelry and fine clothing. Otherwise the standard tax 8% of value plus 50 currency/ton.
There is a strange supporific herd, Sensilia, that became popular a couple years and was banned by the port authorities. There are rumors of other drugs but details about these are scarce. Authorities are known to improvise for the category "ingredients for death magic", there's a certain level of paranoia in town about.
For more details, narrate a flashback on the game thread and make a knowledge local. I'm assuming you have back issues of a different newspaper to look through but even with that stuff, some details are scarce.

The traders have to protection from someone. Port official, town guard, a noble house that hasn't seen profits lately.

So, to clear up any confusion and to describe how the system will work going forward.
1) At any one time, there will be 3-4 caper that are "potential", things you've heard about that are coming up.
2) Each character can claim a caper and start researching it or simply describe how they begin dealing with it. Whatever you'd like. Describe which one to deal with first in character but don't get hung up on that. Talking in character about the caper and adding more details is great (apologies if haven't used all your details, I will work on that).
3) At some time, every 1-3 days say, one of the caper may switch to being "pressing". Then you have to deal with it. If you don't want a caper to just pop up, someone has to choose and get it moving.
Once a caper begins.
* To get to the next stage, either make a simple roll to advance to the next stage (usually follow the villain or lie in wait but go into the cave, etc). Or you do a backstory narrative, how you go to the next stage a different way. That's usually a second character once you know what the next stage is, but it wouldn't have to be.
* Some point, crisis, hard-stuff appears and it's combat or saving throws against traps of whatever.
* Repeat until done, you get more clues and the cycle begins again.
(basically, the ways things worked the last few posts).

Just for clarity, we are not rolling initiative. To begin combat, say you are attacking and roll to hit. All the characters go in posting order and then the monsters and then repeat.
Under some circumstances, the quick or perceptive monsters may manage to get off shots before the characters' shots land - i will handle that once a first character acts.
So just describe your action to start combat.

Briallen is an NPC, Shorticus the player withdrew. Every character stays in the world, at least as long as it is logical for them to say, regardless of player withdrawal. The ambiguous part is when the player on again, off again.
I'm being much more lenient than I said I would be. Then again I think everyday but Lady Lyra Anna has missed days. Things seem fine, so far. As long as people are having fun and no one is resenting the situation, I'll continue as is.
