Question about magic item creation time and pricing

I'm looking for a little clarification.
When creating a magic item and using modifiers that adjust the cost to create, to what degree does this adjust the base price in regards to the time it takes to craft the item (and not merely the market price)?
Specifically I'm asking about things such as Hedge Magician and the "Other Considerations" that reduce price by a percentage (such as the skill, class, and alignment restrictions).
Note that I'm not looking for clarification as to whether they should be used (as I understand that it is a contested issue), just as to whether they affect the base price in regards to time to create or not.

For Hedge Magician, my assumption is that it does not because it is specifically worded like so:

The 5% gained from Hedge Magician does not reduce the base price of the item created so that will not reduce the amount of time necessary to craft the item.

If you are restricting the item, say making it only for good use, then the base price is affected and the time to create is lessened. Think of it as getting the effect without having to add the strands of evil to balance the item's magic.
