The character is a from a family of negotiators have negotiations over a meal it would be necessary from safety to have a person to test the foods they eat. Made this a part of the character before they even thought of going to the cafe.

The poisoning happened in the middle of the cafeteria... I'm fairly sure an announcement of some kind would be made... to make sure people were at ease eating in the cafeteria again.

Dangerous poisons will get you sent to detention for using unless it's an accident like in the duel. Prank poisons like fart powder are not prevented since they do no actual harm.
