I am good with the ruling. I knew a full whirlwind would disperse it quickly, but was not sure about the flying around.

I would assume it would change based on size of elemental for the power of whirlwind. The bigger the elemental the faster it would be

If Fendahl were actually using the whirlwind power, I assume it would dissipate fairly quickly. Even small windstorms such as dust devils have winds around 40 miles per hour.
