Well, I've thought about it, and I think I can manage another PbP.
I'm thinking a Draconic Bloodrager who thinks he's destined to be Syrreth's mate once he reaches full strength.

There is a Kobold specific feat
Scaled Disciple (Kobold)
Your draconic heritage manifests as divine power.
Prerequisite(s): Ability to spontaneously cast divine spells, kobold.
Benefit(s): You gain a +1 bonus to your caster level when casting spells included in the dragon domain* or subdomains. Your spontaneous divine spellcasting qualifies in place of arcane casting for the dragon disciple prestige class, and you may increase spellcasting in your spontaneous divine class as you progress in dragon disciple levels. Add the bonus spells gained from the blood of dragons ability to those you can cast as divine spells.
Comes from the Kobold of Golarian
If Sunstone allows it.

Hey, I'm good with about anything. You may choose between the unchained/core versions of any class that's touched upon there, with the possible exception of summoner. (I don't think that anyone's contemplating that so far, so...) I also happen to love the KoG book, so take whatever you want from there. Keep in mind, though, that you are a black scaled kobold.
Character creation guidelines:
- Two traits; you may take a drawback for a third trait
- This campaign begins at character level two
- 20 pt buy. No stat below eight before racial modifiers
- Full HP+Con for the first level. Half HP+Con+1 for other levels
- You may take any alternate racial traits that you wish
- For each level in a class that only gets two skill points per level, take two background skill points
I also wanted to mention that I would love for whatever character you create to have a position within the tribe before you're called upon by Syrreth. Whether it's scouring the sewers for delectable rats to eat, tending to the newly hatched kobolds, mapping out little used sewer pipes, or a position that you create on your own, it would really help me get a feel for your character as well as know which NPCs to further develop. Feel free to create a brief description of an NPC or two in your character profile to introduce into the game!
Equipment is going to be weird. I'll be detailing it in a post below.

SunstonePhoenix |

Because you're kobolds scrounging for items in a sewer, you aren't going to be starting with the typical gold pieces type of equipment buy. Instead, you're going to start with specific items. (Courtesy of Syrreth, of course. It is hopefully of no concern to your kobolds that these items were all taken off of human corpses at one point or another. Ignore any mysterious red stains on the armor.)
- Each character has two simple weapons or one martial weapon. If you choose a ranged weapon, you begin with twenty units of ammunition for it.
- Each character begins with armor worth fifty gp or less. If you aren't proficient with any armor, Syrreth sees no reason to give you any from her hoard. :(
- Syrreth has given you each ten pieces of gold as a display of her boundless generosity. You probably can't use them in these sewers, but they were a gift from your leader. Probably not a good idea to refuse them.
- You all have three trinkets, each one worth ten gp or less. Syrreth definitely didn't give you these, but you have them, somehow.
- If you have need of another item, Syrreth may or may not grant it upon request. Asking her for a little gift shouldn't hurt much, and only warrants a slight chance of being eaten.

Not only is that a useful mystery, but that flavor is perfect for this kind of game. I don't think that you could have possibly chosen a more thematically appropriate mystery for your oracle!
As for your possible multiclass, I say go with your gut. While I would be in absolute favor of a full on street oracle, rogues totally fit a tribe of sewer dwelling kobolds! Classwise, I don't think you could go wrong either way!
What I'm really interested in seeing, however, is what drawback you select. I personally love the oracle's curse class feature, as it automatically develops your character. Without even having been on an adventure yet, the character knows that the world can be hard and unforgiving. Throughout the story, they learn to not only cope with but make great use of what used to be their horrible weakness.

Actually I am torn between a couple of them. Sticking with Paizo stuff only.
There is Blackened and Haunted. I'll put them in spoiler's below.
Now, with Blackened I would like to switch all the spells to acid damage to keep with the theme but I think that would be a mite powerful. Unsure. Premise in how she got it was protecting eggs from some intruder trying to destroy them or foolishly jumping in front of something attacking Queen Syrreth on one of her walk abouts, because we all know the Queen can take care of herself.
Haunted would be going under the premise it is Queen Syrreth's own mother driving her to put her daughter on the throne.
I was going to make her one of the Religious leaders but due to her late bloom in life for it she is delegated down to egg and young duty. She takes it happily knowing she will be grooming the next generation to see her as their religious leader and teaching them to Worship Queen Syrreth properly.

Your hands and forearms are shriveled and blackened, as if you had plunged your arms into a blazing fire, and your thin, papery skin is sensitive to the touch.
Effect
You take a –4 penalty on weapon attack rolls, but you add burning hands to your list of spells known.
At 5th level, add scorching ray and flaming sphere to your list of spells known.
At 10th level, add wall of fire to your list of spells known and your penalty on weapon attack rolls is reduced to –2.
At 15th level, add delayed blast fireball to your list of spells known.

Malevolent spirits follow you wherever you go, causing minor mishaps and strange occurrences (such as unexpected breezes, small objects moving on their own, and faint noises).
Effect
Retrieving any stored item from your gear requires a standard action, unless it would normally take longer. Any item you drop lands 10 feet away from you in a random direction. Add mage hand and ghost soundto your list of spells known.
At 5th level, add levitate and minor image to your list of spells known.
At 10th level, add telekinesis to your list of spells known.
At 15th level, add reverse gravity to your list of spells known.

Joomoo |

Alright, I've more or less got the stats nailed down, but I'm having a bit of a time with the backstory.
So far, my leading idea is Joomoo is the tribe's premier animal tamer/champion gladiator. He periodically puts on an exhibition of him taking on various critters that he captures and trains.
It seems a bit of a weak premise to me, but I'm not fully done fleshing it out yet.
Who knows, perhaps I'll come up with something completely different later.

SunstonePhoenix |

Oh, these are all shaping up to be fine character premises! I'm going to state my opinions on the questions brought up here, but please understand that the choices are in your hands. Take what I say with a grain of salt, and just try to create a character that you will enjoy playing.
Joomoo: I love the idea of a character putting on gladiatorial animal shows for Syrreth! She will be very pleased. :D You may want to keep in mind that you can only obtain animals from the sewers, (at least in the beginning) though, so rats, lizards, and large insects are going to be the main animals that you can capture down here. You could also go the route of having Joomoo be one of the tribe's hunters, though he cages the plumpest of prey instead of immediately killing them, to fight each other and eventually be eaten by Syrreth.
Nissassa: Do you know if there's a PF legal way to switch spell damage to energy damage? I'd be in complete favor of the acid theme, especially as black scaled kobolds are known to have acid breath. I'll look it up later. The blackened theme seems great.
If you want to go with the haunted theme, do note that the kobolds would be emphatic about getting Syrreth on a throne whether her mother's spirit remained on the earth or not. In general, kobold tribes would do anything to claim that their tribe's dragon is a mighty ruler, and that they are the dragon's loyal servants. With that said, I could certainly imagine an interesting dynamic within the tribe where certain kobolds practically worship Nissassa, some think that she's a lying fiend, and others think she's just plain nuts.

Nissassa Smokescale |

Oh Nissassa isn't wanting to be worshipped. Her majesty is to be worshipped. Nissassa just wants to be in charge on the religious side of things. God is in charge, she is just Gods mouthpiece sort of thing. Nissassa truly adores Syrreth and will do almost anything she asks!
Ill go with blackened.
There is a Feat I believe that lets you switch damage types, let me look it up.
Elemental Spell (Metamagic)
You can manipulate the elemental nature of your spells.
Benefit: Choose one energy type: acid, cold, electricity, or fire. You may replace a spell's normal damage with that energy type or split the spell's damage, so that half is of that energy type and half is of its normal type. An elemental spell uses up a spell slot one level higher than the spell's actual level.
Special: You can gain this feat multiple times. Each time you must choose a different energy type.
At least thats the first one i found. I think elemental sorcs can too... but yeah it is higher level....i think i can take a trait to reduce that cost. Let me look

If everyone wants to have a bit of sewer fun, we can start fairly soon. It's going to take a little while to get the actual city up and running, however, because the official map for the city is literally chicken scratches on a piece of paper. Apparently, the chicken scratches are supposed to give it a "mysterious" look. IDK.
Point is, I am trying my hardest to map out the city, but it's going to take a bit of work. I'm not sure if I'm overdeveloping it or what, but I want to work on the preparations for the actual city a bit more.
Plus, it's the holidays right now. Though I'm pretty free today, I will be at a relative's house all weekend.

Nissassa Smokescale |

A four tiered city where that central building is the centerpiece.
The river in the walls is a weakness that can be exploited, By the looks of it going up to each of the tiers is done by very specific roads. Two go to the very top. Also looks to be a lot of aqueducts going down.
It is possible there is a spring/magical fountain at the top.
Very nature oriented city.

SunstonePhoenix |

Okay, I get that, it just makes me sad that it had to be rendered so poorly. In the same book, we have cities rendered in full color with distance measurements and marked locations. To be honest, the book explains the location verbally, but the map doesn't do this extraordinarily interesting setting justice.
This is just my opinion, though, and I get that. Some might like the primitive map feel.
Edit: I'm going to stop complaining about the map now, sorry for that rant, guys. That was rather immature of me. ^_^'
