Ready an action to daze Teag (Will DC 14) when he tries using the scepter or any other magic.
Pretty sure you need your hands free for that. Lydia, like everyone else in the party in the crowd is being held in place by a half-dozen grapplers.

With a twist of his wrist he points the bejeweled rod at his three prisoners held in place by the crowd, Teag utters the magical phrase: "Ohwah! Tagoo! Siam!"
And! Nothing seems to happen....
Teag inspects the rod, and tries again. Nothing. He turns it over in his hands again, pounds the butt of its pommel and still nothing. On of the guards comes over and wraps it gently on the stage floor, and hands it back. Squat.
The crowd begins to murmur. Teag raises his hands and silences them
"WAIT! Wait my children! Wait right here. I shall be right back.... I just need to fetch something. Hold these strays until my return!" And with that he hops from the stage and heads north with one of the guards in tow.
The crowd around seems to look a bit confused.
Map updated. There are about five or six hundred people of all sorts in the crowd. Dominic starts in the inn. It doesn't matter much, but I moved him to the window next to the front door.

~Escape the Crowd Mini-Game~
The villagers that have gathered at the base of the stage grab at the PCs holding them back. While the unarmed townsfolk are no challenge in combat, their sheer numbers can prevent the PCs from leaving. Instead of resolving this as a combat, the PCs have 3 rounds in which to succeed at 8 skill checks (DC 15). Each skill check represents one round of action, and a PC cannot use the same skill more than twice. So long as a player can explain how he might use a skill to escape a crowd, it’s a valid option. Note: some (often clever) actions that are not skill checks might count toward success. Bonuses and penalties may apply as normal. Dominic can certainly help if he likes. Round 1 - Score 0/8; Everyone is up.

Lydia could cast daze, but it appears I would still need Lydia to make a concentration (DC 20) check for being grappled--something that interferes with her 'thought thingie'. Her current situation is sort of like being in a mosh pit full of blindfolded Harvey Weinsteins--distracting. It is possible, I suppose, that Lydia's daze effect actually happened--so well in fact that no one besides her remembers it happening.... Next round, everything happens as reported above.

If you are asking your GM, the answer is: Dominic can do whichever he likes. If he wants, he can take a couple of rounds to decide. ;)

Tawner attempts to talk his way out of the crowd only to come face-to-face with a talkative dyslexic, agnostic, insomniac, who explains that he often stays up late at night wondering if there really is a dog.
Meanwhile, Lydia floats atop the crowd like a much-loved, but deceased head of state.

Dominic grimaces at the slash from the guard's sword. He steps back and cracks the whip above his head as he casts a protective spell. With the crack of the whip, the Calistrian's weapon is infused with power. Then he lashes out at the guard with the biting sting.
5 foot step back; swift action to use an arcane point to make the whip a +1 weapon; spell combat to cast Shield and attack.
