Do we have anything that links a dragon's type to it's predisposition to do good or evil? Are dragons generally intelligent?
Dragons, especially dragons from Palladium games and Rifts, are intelligent. They are also shapeshifters, and can take human form. The Savage Worlds version of the Rifts dragon is still intelligent and dangerous, but not overpowered like in Original Rifts (a dragon had a mega-damage body).
You all have a choice. You can either try to reason with it, or hide from it and let it continue it's rampage, or you can fight it. Of course you may have fourth and fifth options come to mind.
In this case I present you with a problem, its up to you on how to solve it.

Can they tell if it's a hatchling or adult? Because adult Rifts dragons are ridiculously strong.
Also how close are we to the forest that's our destination? Is it any danger to the place we're supposed to be delivering this stuff to?
Frankie turns to look at Agate. "Take it out? It's not a wolf or a bandit, it's a friggin' dragon." He shakes his head. "We should back off a mile or two and go around."

You are at Promontory Point, where the the Union Pacific and the Central Pacific railroads met. So you are halfway. The dragon is a juvenile. About the same age as a Pathfinder Dragon's juvenile. I'm using the Savage Worlds' version of the Red Dragon for this encounter. After all, Pinnacle didn't come out with a good bestiary for SW Rifts yet.

The dragon is looking around. It's still angry, on a rampage, and has made the wildlife flee.
Dragon notice: 1d10 ⇒ 5
Notice wild die: 1d6 ⇒ 3
It smells that something is off. Like he's smelling you, but can't see you. So it sits down and will check it's notice again next round.
