We have the Crystal that keeps out the undead. Maybe undead are forced to stay in the dungeon thanks to the Crystal.
Plus, with all the powerful Altars around the ruined city, outsiders would be reasonable.

Demonic Giant Spider
As you continue down the halls you soon find more spiders shooting webs and caustic breath as you pass their nests.
A dozen dretches fall upon you as two Thoxal archers mess with you.
A schir and more Thoxal hamper your progress.
Finally you come to a large chamber that seems abandoned. You see that there are a few more interesting doors and two doorways easily 30 feet tall and 20 feet wide.
The one to the north is wreathed in green flames and has many skulls adorning it. The doors seem like they are made of cold iron.
The door to the south is covered in abyssal runes and six orange sconces of fire. It looks to be covered in scratch marks and many brass rings. Each brass ring emits a different school of magic.

Description
An enormous version of a normal wolf, dire wolves represent the wolf in its most primal form. These creatures follow the same basic behaviors of regular wolves, but are much more aggressive. Dire wolves often serve giants as hunting companions and vicious guard animals. Some ferocious humanoids and woodsmen use trained dire wolves as mounts. Darker than normal wolves, dire wolves’ coats tend toward blacks and deep mottled grays. An adult dire wolf is typically about 9 feet long and weighs roughly 800 pounds.
Unhallow makes a particular site, building, or structure an unholy site. This has three major effects.
First, the site or structure is guarded by a magic circle against good effect.
Second, the DC to resist negative channeled energy within the spell's area of effect gains a +4 profane bonus and the DC to resist positive energy is reduced by 4. Spell resistance does not apply to this effect. This provision does not apply to the druid version of the spell.
Finally, you may choose to fix a single spell effect to the unhallowed site. The spell effect lasts for 1 year and functions throughout the entire site, regardless of its normal duration and area or effect. You may designate whether the effect applies to all creatures, creatures that share your faith or alignment, or creatures that adhere to another faith or alignment. At the end of the year, the chosen effect lapses, but it can be renewed or replaced simply by casting unhallow again.
Bless: Each ally gains a +1 morale bonus on attack rolls and on saving throws against fear effects. (added to wolves)
