You needed to fail the save vs the radiation, not something a character generally wants to do. It would have also meant taking the associated penalties from the radiation during the scenario.
There were three forms that a character could have devolved to: Avian, Batrachian or Simian.
Since it takes up a personal boon slot, there are a lot of characters that wouldn’t even be able to use it. The character I was originally planning to put this on already has a personal boon, so I had to switch plans there.
