Barlespin finds no traps on the door, but it is quite securely locked. He attempts to pick the lock but is unsuccessful. There is a small panel to the side which displays a white stripe.

The panel is the same kind of "card-reader" that you have previously encountered, but with White stripe instead of the Brown that you have previously seen.

I missed this description for this room. Sorry.
This unlit circular room is empty save for a panel of controls on the wall to the northwest. A coil of tubes dangling from the left side of the panel periodically flashes with sparks, while a single square window on the panel blinks with several lines of strange writing.
Looking at the panel you can decypher the following
Deck 4: Engineering light blue
Deck 3: Science bright blue
Deck 2: Crew light blue
Deck 1: Docking light blue

Removing the bad wire is a Disable Device check then rewiring it would be an engineering check.
"Except there aren't any stairs." Watanabe tries the western door.
I have engineering but not technologist feat, so I don't think I can make the check. I think Sinna does.

Sinna succeeds are putting the bad section of wiring out of the cluster.

Please take the damage as it zaps you while you pull the wires.
Rewiring the section proves to be a little trickier though.
You can keep retrying and even take 20 if you want to take the time.

As Sinna puts the wires back together, bypassing the ruined section the lights in the elevator suddenly turn back on and the room hums with a soft buzzing sound.

Yes, no doors opened, you repaired the elevator. The lights on the buttons glow. You could intuit the function fairly easily
