Called shots are an optional rule that we don't really use very often, but if you like them you're more than welcome to use them (because they're cool).
Depending on the target, you'll take a 2-4 increased AC penalty. For instance, the target's usual AC is 15. You are shooting at his knee to prevent him from ever adventuring again. This is a AC 17 target. You will not know how difficult it is, except for basic common sense - hitting someone's eye is really, really hard.
The effects of a called shot vary from spot to spot. In our example, if you wish to kneecap this fellow with an arrow, you will likely reduce his movement speed by 5 to 10 feet per round, in addition to doing damage, if your attack hits.
He can then get this movespeed back by breaking off the arrow in his knee, getting magical healing, doing a heal check, or any number of other things to counter it.
Kanade : Your melee attack bonus is Base attack Bonus + Strength (or Dex, if you are using weapon finesse) + Masterwork or Magical enhancements. I'm fairly certain you have weapon finesse, but it is irrelevant since your Dex is currently in the toilet. So your attack (right now, with these daggers) is 1d20+ 1 (BaB) + 2 (Str) + 1 (Masterwork).
