I can have the players fill out a google form, then I can fill out the sheets, and e-mail them to the GM so he can sign them and send them out if that would help.

It is what I use for my PFS Online games. I run so many there that it's really helpful to have a sign up sheet. Saves a ton of time when I fill out the chronicle sheets.
