Can a player use tame creature on a cinder rat in pf2e?
I had a play successfully use tame creature in 2nd floor 14 Elements of Chaos encounter in the Beginners box adventure. We stopped right after the player had taken two attacks by the rat and made the Tame roll. So going forward how do I convince the player to just leave the cinder rat alone? If it help the person is playing a Druid.

No. The Nature Skill Feat Tame Animal has the Exploration trait and cannot be used in Encounter mode. And the Spell Tame targets a non-hostile domesticated animal.

For Druids specifically, Wild Empathy only allows using Make an Impression and Request which are also exploration actions that wouldn't be usable once combat starts. And they only work on 'creatures of the natural world', however the GM defines that.

So if a cinder rat is considered a natural creature, the Druid could try negotiating the party past the encounter as long as the party isn't attacked on sight. If the GM doesn't want to try and hand-craft a diplomacy encounter, either rule that a cinder rat is not a natural creature, or that the cinder rats are immediately hostile due to the party encroaching on their territory.

Cinder Rats are elementals, [ Fire elementals are destructive manifestations of the scorching Plane of Fire. These oversized rodents are made of smoldering charcoal and elemental fire, and noxious fumes continually bellow from their flaming flesh. ]

They aren't "animals".
