The Free RPG Day modules would probably be great choices. More so the We Be Goblins duo but Dawn of the Scarlet Sun would work, too.
GMs don't actually have to own the Bestiaries in order to run games. The PRD is acceptable.
Feast of Ravenmoor would be great, but it runs 8-10 hours.
My best suggestion would be Cairn of Shadows. It's super creepy, but it's for levels 5-9.

Do a search on the boards and you'll find this question comes up every year or so :)
For my money, at lower tiers:
#0-06 Black Waters, depending on how much you go into the roleplay aspect (check the GM boards for some neat stuff including details on the "meal", can be *super* creepy (tier 1-5).
#1-47 The Darkest Vengeance (also 1-5) is another great creepy one (haunted house-ish).
I also echo Cairn of Shadows for higher tier.

I am a fan of Black Waters (a Jimmy Stewart impression for the caretaker is quite fun), but just to add some diversity to the suggestions, S2-11 The Penumbral Accords (1-5) could be good (the one night every year corresponds to our Halloween and shadowy figures) S3-16 The Midnight Mauler (3-7) would also be good - chasing down a werewolf.

#49 Among the Dead (1-7) is a keeper. It has one crazily bad encounter, but other than that is solid. A bit of horror, lots of practical humor, an interesting locale and one crazy npc.
It's Frost though, so prepare.
If doing this, you should do Among The Living first. Only issue is that it is season zero, but all the critters are available on,ins (or, better, just use their bestiary version)

I find the 3-23 "The Goblinblood Dead" can be very creepy if the GM runs it that way. That is what I'm planning to run for my group's Halloween game.
At one point they walk into a huge graveyard where every grave has been disturbed. An old wolf hiding among the tombstones whispers to them, "If you've come to mourn your dead, they're not here anymore..."

Black Water and Voices in the Void are both excellent, creepy scenarios.
But THE most horrifying scenario I've ever played or run was #4–02: In Wrath’s Shadow for levels 3-7. Bodes hanging from the ceiling, murals full of self-flagellation, piles of cultists who sacrificed themselves - super creepy. Especially if you modify the haunt a bit, to show the players the scene that the GM gets to read in the intro!
My one caveat is that the first and final combats can be deadly for newbies, though. So if your players are new, save it for next year.

I've said it in other threads and I'll say it again here: Tears at Bitter Manor.
Undead, haunted woods, a creepy backwoods hamlet, and the titular manor - what more could you want!
I look forward to running it Halloween weekend.
I ran it a while ago, and while I wouldn't necessarily qualify it as "horror" (it misses any really creepy stuff, IMHO), it gets the atmosphere so, so right. Definitely a recommendation.
A different module is Feast of Ravenmoor, especially if you're fan of the movie Hot Fuzz.
For PFS scenarios, I'd say Black Waters, Golemworks Incident, and maybe Cultist's Kiss. The latter isn't necessarily horror, but still pretty creepy and it gets under your skin.
