I know that sometimes people at the table can be annoying but tarring all power gamers with the same brush smacks of the Stormwind fallacy.
Just because someone is focused on character optimization doesn't mean that they can't also be a strong role player.
Just because some one can masterfully role play does not mean that they can't build and play an optimized character.
TL;DR - can't we all just get along?
I consider myself both a role player and an optimizer. I also feel that I canned do spotlight share in both of these arenas.

I have heard this from powergamers.
And it pisses them off royally.(The more skillful or mature powergamers don't say this.)
That said, I do think the Stormwind fallacy is at play, unless you redefine/predefine powergaming to be a singular mindset. Perhaps leave "optimizer" open for the players who can juggle RPing into the mix.
Or maybe make a new term, like "meta-players" or "XBox RPGers" or "RP deficiency syndrome players"...whatever. (My heart's not into finding a usable term...)

You forgot the Trait bonus of +1. My character had to do all of that because in the year of the demon, you need to be prepared to challenge a Demon to a Rock-Off (the demon code prevents them from ignoring such a challenge).
(I have a masterwork Mandalin and a masterwork Lute - it's not clear to me which is the closest approximation of an actual acoustic guitar)

I actually took "Inner Beauty" so he get's a +4 trait bonus once per day... together with the 20 CHA means he can hit DC 30 with a take 10 at first level.
Where do you play? maybe we can get together sometime for a jam session!
(He uses a darkwook shield to improve the acoustics on his harp, kind of like a sounding board ("no in game effect" - but makes the figure look cool!).

I have actually heard that said by players who are still power gaming but to a significantly lesser extent. They still make powerful builds but no longer make absurdly overpowered cheese builds.
