I have an open question to the Pax community, it is not meant to offend, simply to enlighten.
Since the players under the Pax flag signed for the phase 1 Landrush guaranteeing your hex before the Land-Rush proper starts, and Golgotha is a splinter organization of Pax (Same website, same leadership, same meta goals), how exactly does your Company qualify to vote for an additional settlement hex since your members already voted to guarantee Pax's first Settlement location? Will the relevant Pax members who were present during the time of the first landrush be ineligible to vote for Golgotha?
I know I'm not the only person concerned with this tactic, if is just that, and would like a full explanation.

Golgotha isn't a splinter organisation. We are all members of the Pax community, but we existed before joining Pax, and we could easily exist should we leave Pax (we aren't planning on it). We have actually gotten relatively few members into Golgotha via our merger.
We share forums, mostly because ours went down and we didn't feel the need to renew them when we could jump ship, but that is about it. The leadership of the actual guild is separate, our meta goals are separate, our recruitment and internal charter is separate. Though Aeturnum leadership is free to advise us on our decisions, it is down to Golgothan leadership to actually vote and decide. The only other thing we share is the Pax Inner Council, which is a hands off group that doesn't have an active role in the day to day (or even month to month) running of individual divisions.
We understand the concerns some people have, but we have been very thorough in our attempts to assuage them. We are very carefully self policing our own members to make sure any 1st kickstarter Aeturnum votes aren't being thrown our way. We have conscientiously decided, as a nation, not to run Pax Fidelis as a land rush settlement because we aren't as clear on the separation as we are with Aeturnum/Golgotha. I believe we have been quite transparent in our reasoning for why Golgotha should be allowed to run for their own settlement.

I'm sure you can imagine the numbers running through everyone's heads as they are in yours to try and keep things strait. It is an easy assumption that if flying the Pax flag means you will be Pax, and Pax is Pax... if you understand my meaning.
The last thing any of us want is to see is multiple day 1 Settlements being run as shell-corporations feeding one giant meta-nation.

Those are indeed concerns, whether the giant meta-nations/Alliances are well defined or not. From everything that I have seen, of all Organizations in this Landrush, it all seems to be going along as GW wants it, except maybe numbers. :)
