Like I said on TS, Deacon, anytime you guys want to pow-wow, the doors of Pax Gaming are wide open. I've been a leader in Pax for 11 years and I've been the "top dog" for about 5, now, and it warms the heart to see other gaming communities cropping up with similar ethics. Professionalism, exceptional-ism, and just plain ol' having fun with friends.

I wish you guys all the best and I will always have a PM box open. Looking forward to many years of enjoying your guys company.

Saw the charter for New Liberthane up at the top and was excited for a minute that there was a new player announcing a new settlement. Figured I'd bump the proper settlement up above that one to avoid other people getting similarly confused. :)

It has come to our attention that there are issues among the boards in regards to trade and banditry. The statements that follow are a work in progress.

The Golgothan Military will utilize several strategies throughout history. We will follow a fourth generation warfare model, and in practise will sponsor companies of various professions.

Bandits:
Within the Golgothan Military there will be companies that will serve a purpose similar to banditry. These forces will be act as scouts, skirmishing auxilliaries, and soft target disruption. Disruption of logistic maneuvers and denying of key terrain will enable the Golgothan Military freedom of movement and superiority on the battlefield.

During peace, these forces will act as mercenaries in order to boost the income of Golgotha and secure our tax rate to prevent the need to adjust the rate in the event of unforseen circumstances.

Trade:
Golgotha will not be a lawless society. Enforcers of the law will react accordingly to any and all perceived violations of those laws. Violators of those laws may be subject to punishment within the confines of Golgothan law. This protection extends only so far as our territory for all non-Golgothan citizens. If you wish for protection to extend beyond our borders, we suggest you contact a merceny company within the private sector of Golgotha.

Training:
Golgotha extends training to individuals and companies based upon treaties. All Golgothan citizens will have access to training structures.

Spending coin:
This is just a clarification, and it is aimed at non-Citizens.
Anyone who is indifferent or above in relations with Golgotha may spend their coin, however earned, in our city. All law abiding tourist will be respected. Golgotha does not care if your company has made a name by stealing from traders within another settlements borders. Following Golgothan Law within Golgothan territory is all that is required to remain at a minimum, indifferent.

With your mercenary "bandit" force, if during peacetime they have a spell where they don't have any work will they be "turned loose" on society at large, will they be used only against enemies and during contract work, or did you have something else in mind at the moment?

At any rate, once again thank you for the interaction you're having with myself and anyone else who posts with questions regarding your policies. Seems I myself and several others have made discussing settlements' interactions with bandits a bit of a sticky subject at the moment, so I commend you on giving a concrete answer to my concerns.

At no point will any of the forces of Golgotha be authorized to violate Golgothan Law.

There is always something to be done. The current working theory is to utilize inactive military units against escalation cycles and sanctioned war games.

As a mercenary-bandit myself, I appreciate your openness to the possibility of contracting the service of non-sponsored companies.

If contracted the UNC will not operate within your lands, without your sanction, and only against targets of your choice. This of course, provided that your contract does not conflict with others we are currently fulfilling.

Shane, at any given point we will still maintain our lawful status, so you will not have to worry about mad dogs in our ranks, We may have to disavow certain peoples caught in unsanctioned actions and should any problems arise please report them to the Keepers of Golgotha and we will handle the problem justly.

I did not want to clutter up TEOs thread, so I'll ask it here. In what context were you referring to interdiction?

Do you plan not to identify and reappropriate goods that are bound for your enemy while you have trade sanctions on them?

That is how our "interdiction" opersations will be ran by UNC. Against those that we have credible evidience will deliver our goods to the enemy.

In regards to what wss stated:
Violators of the laws will deal with the consequences. Whether it be a fine or goods aquisition.

If a company has been authorized by a treaty or temporary executive order (last 5 days without authorization from the KoG) issued by the lord regent, they may be exempted from punitive measures for the specific issue.

This prevents havoc within our territory but still allows for diplomatic measures in order to see your operation through.
At this point you could also request assistance or oversight for your operation.
But that is for our territory.

When it comes to other territories the will of Golgotha will be met.

To clarify: if an organization performs operations within Golgothan territory without authorization and breaks the laws of Golgotha, we will be inclined to respond in a way we see fit. From military action to a demand in concessions. The process will always be most costly to the lawbreaking organization than asking for authorization.

Typical scenario: bandits raid a caravan outaide Golgothan territory and retreat within its borders. A group pursues the bandits into our territory ignoring oir warnings.

At this time both are following the laws of Golgotha, it is only when the two engage in combat that they violate our laws. At that time Golgotha will respond according to the greivances against our laws.

Through this policy we can ensure a NRDS policy. If and only if this policy is violated on a repeated basis will Golgotha consider a NBSI policy.

If the group that pursues the bandits is to be fined for doing so into your borders, would you also attempt sanctions against bandits who chased their intended victims into your territory?

The punitive measures would be levied against whichever organization broke the laws of Golgotha. In some cases this may be one party, the other party, or both parties involved.

You could switch the names above with merchant and bandit if you so wish, but the result is the same. Whichever organization broke Golgothan law would be dealt with.

Without finding out which settlements will be adjacent which will not be known for sure until near the end of early enrollment I don't see that it will be possible to make this sort of deal. Unless of course you are assuming that the two parties will try and enforce their tolls and protection through the controlled area's of third parties.

There are controls, one of which being the planning stages of early enrollment. At that time more detail could be added to the treaty, but going into EE with a planned operation like this would help dictate scope and the distance between friendly settlements.

Basically, the settlements involved will discus three issues.
1) Free trade (tariff free)
2) Military cooperation
3) Involvement interest in community works.

The toll road concept may just be the reason to begin discussing these items.

This River Freedom allows for a King or other magistrate, to hire bandits to collect tolls, where their armies are denied such an act against freedom.

As I have asked before, if a law is Chaotic Neutral in nature, does holding to it or enforcing it become a lawful act or a chaotic act?

And if you read more closely, one should become immediately aware that what is offered is the same thing by a new name. We are guaranteeing you passage along a sanctioned route from one settlement to another in which you will be protected by two organizations. It is the same as hiring a mercenary or using the parcel service, albeit under another name that is more inline with the Golgothan theme.

I'm sure more detail will become relevant through talks with who-so-ever decides to partake in this community project with us.

The Golgothan Empire is still recruiting for all in game aspects. We will have a strong military by OE and we are looking to supplement other aspects of the empire. Namely crafting and trade. As the KoG is working policies, we have garnered significant interest from personnel who missed the EE opporitunity. As such our plans are evolving with those aspects in mind. We look forward to unleashing a thread with our long term and short term goals in terms of The Golgothan Empire.

In addition, NBG just flew out a member from Germany for this four day weekend. From my understanding he is a historian that focuses on Roman History. As such, I will be bringing along my local roman expert and we will be hashing out several of our WIP structure and policies. Hopefully afterwards, I will be able to relay some information through TS. We will also be discussing involvement from his chapter of NBG in PFO

It depends on the job and who can get it done, but in a sense, I think that sponsored companies can have varying degrees of "affiliation" with their sponsoring settlement.

For example, some might be more of a business arrangement, whereas others might be looked at as a "sub-guild" within the larger guild settlement structure.

But, I think what Obakar meant was like "solo" freelance.

Obviously if you find your loyal group of assassins to rather incompetent, then obviously you'll be looking elsewhere.

But when trying to establish a starting point - a working model of behavior - then you must be consistent in your comparisons. Else you have no hope of formulating a rational plan.

For those who prefer plain speak, Ceterus Paribus means, with all other factors being the same, and we will not discriminate against freelance assassins, but why would we outsource jobs when we have people willing to do the task cleanly, cheaply, and loyally.

Well, if all other conditions are equal, but one assassin has worked with you consistently, and one hasn't then OF COURSE you'd go with the one you'd worked with in the past, assuming:

Same price.
Same quality.
Same delivery time.
Same (meta-game) reputation...

Obakararuir asked about discerning based off of one specific trait. Had his question included other traits to consider, then obviously I would have directed my comments to that hypothetical question instead.
