Had an amusing thought to this, but whether it'll work (or even capable of being accomplished) I have no idea.
How about creating a forum/sub-forum only where "special" people have access to view/post. This area can be called the "Spam Area". Instead of banning spammers, they have their "access" changed so that they can only post on these "special" areas. Anything that is attempted to be posted by those individuals is instead automatically redirected to those "special" forums/sub-forums. "Normal" people won't have access to these "special" areas, and thus, can't access them.
These forums/sub-forums can be cleaned, say, every month to conserve server space.
Going on the assumption that most of the spam posts are just bots, the spammers will assume that they're accounts haven't been deleted and their bots will just keep on posting.
Perhaps more trouble than it's worth to implement, but I do find it mildly amusing to see if it'd work.

Flagged a new one selling fake passports in;
Champions of Purity (Ironic spot to put it)
Pathfinder Battles
Way of the Wicked—Book One: Knot of Thorns (PFRPG)
I think a passport to ban town would be a nice present for the snake
Since these spam have contact data and a website, I wonder if a "string" filter in the post would help nail these guys after a submitted post.

Better idea is to make it look like it's posted in the regular threads, but instead is posted in an alias of the threads.

Flagged some more... Seriously, with more sensible names those posts could hide in the Off-Topic longer.
If they titled their threads with inflammatory political statements people would just <hide> the threads without opening them. We would never even know they were filled with spam! It would be an ingenious strategy.

There should be law specifically forbidding repeating the same spam over and over...
Would it matter? I think an utter disregard for the law (and courtesy) is pretty much the hallmark of spammers.
What kills me is that some people, somewhere continue to reply to spam. WHO ARE THESE PEOPLE?! :P

Also, while I appreciate the downsides and limitations of CAPTHCAs, I was surprised to learn that Paizo doesn't use them.
Captchas are mainly intended to separate humans from bots. I'm pretty sure these aren't bots—if they are, they've spent way more money programming them to work through registration and post on our site than any value they could possibly ever get out of that. (Another benefit of not having off-the-shelf messageboard software!)

Not only they are offering spellcasting services, they offer them in Gamer Talk section!
my name is Ja'Nyah. I've known Lameik for years, When we finally got together things were kind of weird so we broke up which was in February of 2011 In June of 2012 he and I recently got back together and we were together until march of 2013 which he told me he was not interested in relationship again During that time I changed completely, I wasn't eating,I was sleeping a lot, I wasn't talking to anybody, I cried a lot,I'm so depressed and stressed out that I'm scared I'm going to end up in the hospital because of all the stress and depression until one day i search online on getting love tips because I Love & care about him deeply and I just want us to be together as a couple again and I want us to last forever Google recommend me DR LOVE <redacted e-mail> <redacted phone number> that he will solve my relationship problem then Dr Love told me he will come back to me between 48hrs after he cast spell on him never believe it until my fiance called me on the phone and told me he want us to come back and live happy together forever , Am so happy now that DR LOVE help me bring Lameik back to me. Just noticed that one. It took awhile before I realized that it was spam.

We need charm person on behalf of another spell. I think that there was a witch archetype or hex that allowed doing something like that but we need more such options...
Prerequisites: Spell Focus (Enchantment)
Benefits: When casting charm person, charm animal, charm monster or similar spells, the character can select another creature within the spell's range as the one who is object of the affection instead of oneself.

It gives me great pleasure to introduce you to the future of construct allies. . .The Enforcement Droid, Series 209, or ED-209, are a fully-automated series of constructs created by Omni Consumer Products. Currently, the units are programmed for urban pacification, but OCP has also negotiated contracts with the military for use in war.

This is one of the great mysteries of our time. Who thinks, "Hey, Julia Newmar, whom I've never met, just sent me an e-mail (Subject: Hey Sexy!@#&$6) about some dick pills - Let's open that" or "ooh, Romanian passport! Just what I was looking for in the latest 'Fighters/Monks/Rogues (sorry, "rouges") suck' forum"?
I echo bugleyman: WHO ARE THESE PEOPLE??
