Leng is east of the sun and west of the moon, across black seas where the wind does not blow and rain does not fall, where only chaos and madness will guide you.
In other words, it's where you need it to be, but I think Lovecraft may have some ideas of its locale.

According to a hard-boiled reporter from the Onion, who wrote the front page article "Gunnar vs Cthulhu" a couple of decades ago after he encountered Great Cthulhu in the steam tunnels under the University of Wisconsin, it is the isthmus of Madison, WI. Since that's America's Finest News Source, I believe it!

Leng is not a where, so much as a when. It is a place that has yet to be, but which touches upon the now in some few desolet and dreadful places. On earth it has touched upon the himalayan mountains and a stretch of mountains in antartica. It has intruded into our dreams, and into a stretch of mountains above varisia.
But one will not find it on any map of the cosmology, because it has not yet come to pass. For that... For that we can be very thankful.

There is some speculation in The Great Beyond about Leng's location and potential status as a plane/demiplane/something else. :)
But Erik's advice is good here. Place it where it best suits your campaign.
I like the something else option. *Chows down on some bak bon dzhow.* Damn this is tastie.

Who's Erik?
Or do you mean Lillith?
Or am I seeing things?
I mean, things that aren't there.
I mean, except the stuff on the computer screens. That's recorded video feed with some editing, and it shows actors engaged in some sort of make belief. I mean some actual not-there stuff. Hallucinations.

I see Erik's usual avatar and good advice and without looking at the actual name I assume it's Erik. :p
Todd, here's some good advice: A Pathfinder Chronicles subscription or Planet Stories subscription would make a great Christmas gift for Mairkurion. And if you know where to get some Denizens of Leng miniatures, those would make great stocking stuffers. You should totally surprise him this Christmas.

Leng is on the northern continent in the Dreamlands of the planet "Earth," notice the spelling: "e" "a" "r" "t" "h,"
not to be confused with the planet "Oerth."
It crosses into the waking world of this "earth" in it's largest continent, called "Asia," and it's southernmost continent called "Antarctica," or "Pathoom" in the language of....ah, nevermind.
The Plateau of Leng is of such a nature that it crosses several dimensions; it is a gateway to many places, though an extremely perilous one. There are simpler ways to get to other worlds.

Not really, as Leng rears it's head in the Legacy of Fire AP as well.

Not to be confused with the planet "Oerth."Hmmm, I've always pronounced Oerth as "orth"
Is the correct pronunciation subjective or have I been saying it wrong the last few decades?
I've always used O-earth myself.

I admit, had the voices not whispered in my ears, I would have been fooled, too.

that in either the third or fifty-seventh page of the who could wup Conan thread is a gateway to Leng....but the imparter of this knowledge was a Leprechaun,, and it drank whiskey mixed with absinthe and German cockroach chymical spray...I think only the zoogs know for sure.
