The common folk know nothing about the goings on inside the OG HQs. They're a pretty secretive bunch about their inner workings.
They always have two guards stationed at the front gates, and people who have pushed past speak of magical protections on the grounds, and likely the doors and windows as well.
The windows are blacked out, you cannot see anything inside.
The building has three stories, and is surrounded by a 12 foot high wrought iron fence, topped with spikes. All trees and shrubbery have been removed from the grounds to leave as wide a range of vision as possible.

Somehow, causing an earthquake to bring down a building while standing in a tunnel directly below aaid building doesn't sound like a great idea...

It's almost unheard of. Which will likely suit your purposes quite well, actually. Remember, you're trying to make this flashy, loud, a declaration of war. A magically induced earthquake bringing down an OG HQ? Definitely fits the bill.
Knowledge: Engineering would help determine if the spell would work. Kn. Arcana (to exactly know the spell's capabilities) would help a bit less.

We can always ask an specialist about the building's structural strength. Vivian must know someone.
If there are no earthquakes in Myrial, it's safe to assume that the city buildings are unprepared to deal with one (that's the case even IRL, with modern engineering).

The earthquake plan is settled then, we need then a way to finish them once the building is crumbled

Any prisoner will probably try to use the confusion to escape... At which point we capture them and give them a painful and bloody death. Worst case scenario, we can always use arrows and Magic Missile to kill them from afar. And then get bloody on OG's informants and allies.

"An Earthquake should bring down most buildings around these parts, they're not built to withstand that kind of shaking. The "no survivors" bit may need to be dealt with a bit more hands-on wise. Even if the building collapses entirely, it will probably fall in on itself in such a way that some will be able to find their way to the surface, and others will simply be buried under rubble, not dead."

is the HQ made of wood or stone?, if wood we should use a lot of oil and a fireball, if stone I'm thinking about earthquake and then transmute stone to mud and then transmute mud to stone, but it need some DM ruling, specifically if crumbled stone still counts as "uncut"

The area of TStM and TMtS ain't that big anyway... Let's just go with the Earthquake plan... we buy two scrolls and use the second one on wherever the survivors run to.

I don't see how a second earthquake would kill the survivors. WHat are the dimension of the HQ?, we probably can't cover it all (wide wise) with one cloudkill, but the cloud is moving so we can cover it all lenghtwise
