Don’t be in such a hurry!
You haven’t lost the pursuit, which means you will likely have to fight at the docks to give the fugitives time to get on the boat.
The whole delaying tactics are so you don’t have to fight every enforcer in Ostenso and give both yourselves and the fugitives time to get on the boat.
If the interrogator had their way, every enforcer in the city would be trying to stop you. Fortunately chain of command exists and limits his abilities.

Although Theron mostly weaves his way through the crowd, it isn’t quite graceful enough.

Fighting Pit: With guards blocking the main streets, the escapees cut through a tavern that's hosting a boxing match in its fighting pit.
You may provoke a brawl that spills into the streets with successful Intimidate checks, melee attacks that hit and deal at least 6 points of nonlethal damage (multiple attackers can contribute to this total), or by casting a spell of 1st-level or higher that deals damage to a single target (such as magic missile).

Colleen makes the swim but there is an obvious wake where she went. She kicked up some mud as well.

You reach the rendezvous point. As you are boarding the Queen Gale, the guards are just getting out of the alley with the street performers. You are told to quickly get below decks as the sailors are casting off.
The ship gets out of harbor and swiftly sails east. On the way, Zefiro thanks you profusely, inquiring as to the fate of his histories and how you managed to learn about his whereabouts.
We have a few posts for the conclusion of the scenario but all combat and checks are complete.
You were able to avoid the last combat because your lead on the enforcers was just enough. In my experience most groups end up having to do the combat.

When I ran this, the team avoided the last fight and avoided all combat inside the prison except against the chains. This is one of the scenarios that can theoretically done without rolling initiative at all.
"I may be an impolite bastard," Red responds, "but I do my job." He hands Zefiro all the research except the one about Zarta. The Reverend is going to have to carefully consider what to do with that.

The trip to Andoran is short. Once there, you reconvene with Zarta Dralneen and Venture-Captain Hamshanks for a debriefing. Tamrin joins the discussion partway through, having escaped Ostenso on his own under the cover of the chaos your group sowed.
He proudly recounts the Ostensons’ confusion, congratulating the group on a job well done.
Although the Grand Lodge harbors its suspicions of Ianareth Alazario, the Society can once again launch expeditions in Cheliax. In recognition of your role in inaugurating this new era of Chelish exploration, each of you earn the Delvehaven Star.

Knowing that your group was unlikely to pick up much treasure to cover their expenses, the Pathfinder Society set aside several magic items that you can claim as a reward for having rescued Zefiro Balinger.
There are items on the chronicle sheet that never appeared in the adventure except as rewards at the end.
Successfully rescuing all three Bellflower agents from the interrogation room impresses Tamrin Credence and encourages him to continue working with the Pathfinder Society. He thanks you and looks forward to collaborating with the Liberty's Edge faction in the future.

The Reverend already has one evil patron, which most would say is one too many. He hardly needs to be anyone's morsel, so will not reveal the information about Zarta's legacy. If someone else chooses to, he will not object - his problem is her attentions, not the information itself.
He is happy to share anything else they discovered, whether from the documents or their experiences.

You seem to have taken her completely by surprise. She reads the annotated history you recovered in poignant awe before earnestly thanking you for bringing this to light.
