Charging, however, carries tight restrictions on how you can move.
Movement During a Charge

If you move a distance equal to your speed or less, you can also draw a weapon during a charge attack if your base attack bonus is at least +1.
You must have a clear path toward the opponent, and nothing can hinder your movement (such as difficult terrain or obstacles). Ok, I see & understand the restriction exception but he still could not because where he is currently standing is difficult terrain. As the above mentions nothing can hinder your movement and moving into difficult terrain requires extra movement. There are specific abilities/feats for that. Unless he has one of those?

If an extract was the exact equivalent to a potion, then yes, move action to draw and standard to drink. But alchemists (and by extension, investigators) have a special rule so that their "spellcasting" is only a standard action, in line with other spellcasters.
An extract is “cast” by drinking it, as if imbibing a potion—the effects of an extract exactly duplicate the spell upon which its formula is based, save that the spell always affects only the drinking alchemist. An alchemist can draw and drink an extract as a standard action.
But in this case it really doesn't matter since Frantino only needs to move 5'.
