My work has shut down almost all on-site operations, so I'll be working from home for at least the next couple of weeks. The move was triggered by the state shutting down nonessential activities until April 7--I suspect that the governor doesn't want to have Illinois go the way of New York or California.
It's disquieting but tolerable. The only reason I'd have to go in would be for an incident, which I would rather not have to deal with. Too many of those in the past couple of months....

@Pepper: You wouldn't find berries inside the town, but if you were to leave the town centre and move near the river or farms...
@Deerslicer: You all went straight to the inn, but after the fight, and while things were being cleaned up, Bort and the others did go to the wagons to hand off deliveries.

I will need to know who is coming with Pepper and Deerslicer as you guys are splitting up the party. This will be important as I believe several scenes might play out if others decide to interrogate the Feedmill staff, continue hitting the ledgers, among other things.
Remember that Valor is still busy trying to decipher Bort's ledgers and that Gamble is gathering information. Kunsheng can identify the powder immediately. If you wish you can wait for everyone to finish their tasks. If you do so, the time would be around 5pm when the party would be reunited.

Improvised weapons
So, if the oil flask is considered an improvised weapon, it seems you'd get your proficiency in Simple Weapons w. a -2 (so at least a +1 @lvl 1, and then more at higher levels).
And just to be a nitpicker, sorry...
Anyhow, again, I am mainly putting these notes down here since most of us play PFS where we're supposed to go by RAW.

Improvised Weapons, for the sake of discussion: I don't think the Improvised Weapon rule applies for things that are specifically made to be used with Ranged Attacks (oil, grappling hooks, something else I don't know about). However, that would make grappling hooks easier to throw as you leveled... DC 20 seems so steep.

The Rosemary Bushes
You need to collect at least three of the plants in order to help Edra create the ointment. All four plants are needed to cure all the horses.
You have several options in dealing with the bear, from either one of you acting as bait, sneaking in or surprising the bear and fighting it; as well as any other thing you may come up with. Please decide in-character what you are going to do. And if I may, I suggest you whisper! You are free to place your characters on the map in whichever of the four edges you wish once you have your strategy set.
Once you're ready, it's showtime!

What is required to harvest the plants? Action-wise and Skill-wise?

It would be an Interact action per plant extracted. You don't need any Skill checks. I mean, I could have you roll Nature/Lore: Herbalism for each of the plants to see if you can remove it without damaging it, but I'm not a sadist. I'm keeping it simple with the Interact action.
The bear does Perception checks on any sound you might make, though.
Edit. Oh yes, moving around and extracting each plant will require Stealth checks vs. the Bear's Perception DC while sleeping.

If I Sneak, I can move 17.5 feet with my Very Sneaky feat, and have a +6. Also, if I am hiding and move, but end up with cover, I am still unseen. But I know bears have Scent, so sneaking may not do much.
I'm fine with sneaking up there and trying to quietly get the rosemary, and Gamble could be ready to run up and Daze or something. But if anyone has a Sleep spell or some other spell that would help ... I assume we can't send an Unseen Servant up to get the rosemary.

It can't perform Stealth, so is very likely to wake the bear up, I imagine.
Also, my Stealth would be +8 since it's now my Hunted Prey.

Unseen Servant seems pretty good.
It has stealth and "normally" doesn't Sneak, but can Sneak? (it does obey commands)
Anyhow, since it flies I imagine the only silence needed would be in picking the rosemary itself? (no need even being hidden if the bear sleeps - it is noise the only problem I would say?).
It can use Interact actions to do things such as fetch objects-- but can it pull, or rip or cut the rosemary?

Unseen servant doesn't normally Sneak, but you could order it to do so. As far as I understand the spell RAW, it has no reason to Sneak as its invisible unless given a reason otherwise.
I would say it could carry the rosemary if it were free from the ground, but given the spell's description of not being able to open unstuck doors/unlocked doors, holding chairs and fetching. I'm googling the root system and that looks like a hard pull, considering the creature has -4 STR, too.
You know what? I'll allow it to pull the rosemary out; we'll keep it simple and have it do a flat STR check DC 5 with a -4 because of the negative STR. If it fails, it damages the plant. Whether it succeeds or not, there will be a secret Stealth check of the Unseen Servant vs. the bear's Perception DC.

Some of that we’ll only know if we try. My biggest concern is what the DC of a verbal component at 45 ft away vs. a sleeping bear’s Perception DC is likely to be.

A bit out of context (?), but as a general concern, I do not recall seeing specific rules for Perception and distance in PF2 (not like the -1 per square or whatever in PF1).

I don't recall seeing such either, but I could improvise a system if needed if we want crunchiness.

So, lucky. I won't lie. I wanted you to experience some of the pain the others did with their boar, but the bear is a much more dangerous beast.
