"Maybe you need some food? How about some raw squid, would that--"

Seeing as things are going a bit wild-- Milady grabs Yuleg's hands and holds them tight, not letting go and covering them with hers.
Deception, untrained: 1d20 + 4 ⇒ (17) + 4 = 21
"Sir, I am a married woman! I could not... no, no!"

Milady grabs Yuleg's shaking hands and Hookie rearranges Milady's clothing to make it look like he is reaching inside her cloak. Nothing to see here!
The front of the line approaches and everyone gets out their papers to show. Suddenly, the winds off the sea blow fiercely, and a gust pf wind threatens to blow away the travel papers!
Everyone needs a Reflex to hold onto their papers or a Nature to anticipate the gust.

It's not so bad, aside from the police state / evil theocracy parts. The bay is full of fish, and the political prisoner chain gangs mine plenty of salt for pickling brine.
Plus, if you get left behind, your very good friend Guaril will definitely mount a rescue operation to extricate you. And he'll charge you a very fair price.

Apparently I've been handing out the special Hero Points that give you natural 20s.
Ixlilton's papers flutter into the wind. Hookie, Regus, Milady, and Variel manage to hold on to theirs.

Sleight of hand to use one set of papers twice? We have many, so it's feasible. Would that be a Thievery check? Or maybe Society to try to convince them that Ixilton does not actually need papers since he's someone else's servant? Or would that be Deception?

1. You have two extra sets of papers (Yuleg and his daughter have two). Remember that each of the forgeries has a separate check, so it's possible some forgeries pass and some fail. Mechanically, if I secret-rolled a DC 20 Society, the papers automatically pass. If I secret-failed, it's the guard's Perception vs the forger's Society DC.
2. Ixlilton can pretend to be a servant. His "master" will need a Deception check to Lie to say he doesn't need papers.
3. The group can also try to recycle papers. This will be a Thievery (Sleight of Hand) check from either Ixlilton or from whoever's paper is being passed.
All three seem mutually exclusive to me. I'm open t9 being convinced otherwise. Also other / creative suggestions are welcome.

Would you allow a Deception check from one character to make a mild distraction at the same time as Thievery check to recycle papers, to help the sleight of hand go unnoticed?
Variel has +6 Thievery but isn't good with Deception.

Let's try the sleigh of hand and if the GM allows it, the Deception. I mean, how much worse could it get?

I would argue that the distraction isn't going to help; the Thievery check is "internal" - it's about not dropping the papers, etc. - not a Stealth check, which would be "external" (rolling to see if they see).

OK, unless someone has a higher Thievery bonus, Variel will make the swap with his +6.

Variel approaches the desk first.
"Your papers, please?"
His non-forged papers are accepted, and he moves through the final checkpoint. As he does, he slips his papers back through the group, where they end up in Ixlilton's hands nobody the wiser.
Yuleg and Elena's forged papers easily pass muster, and they move through. Garrla nods and is waved through, and disguised Taffrit is waved on through.
Everyone holds their breath as Ixlilton hands his reused papers to the guards. The guards give it a look, and then a second look ... and then let him through.
Once past the guards at the docks, the party and remaining refugees are able to slip out of Edasseril without further detection. Aboard the Merry Mayfly, they sail, unmolested, to Magnimar. Once there, they meet with Sheila Heidmarch and Valais Durant to discuss the outcome of their mission and receive expressions of warm gratitude from the refugees they helped.
Those who had escaped earlier aboard the Rolanna’s Prayer are also present at Heidmarch Manor and there is a tearful reunion for Taffrit and his family. Those freed refugees are grateful to the Pathfinder Society for their freedom and most pledge their services and good will for the benefit of the Society in the years to come.
For his part, Guaril is appreciative of a mission well done, but is eager to recover his portion of payment. He is a little cross that Themolin is not among the refugees - his share of the loot was more than all the others combined. He tries to extract some payment from the stone giant but is shooed away by Valais Durant.

Milady shrugs: "Sorry, Ixlilton, of course we can just recycle the papers, I only wanted to see what kind of a man lies beneath those layers of steel!"
Once all is said and done, and victory has come, Milady will stand up straight, and-- sing:
