The tiger bounds past two pirates to get to the salty sea witch in the back of the room. The pirates swing at the cat as it bounds past. One manages to cut a slice int he striped hide.
The cat attacks the witch who curses the beast. It lands a claw and bite and holds on.
The pirate with the pistol and rapier also curses, saying something about ruining his buzz. He staggers to his right while stabbing at the cat. His drunken attempt misses by a mile.

Seeing as the obstruction separating himself from the pirates is more formidable by far than the obstruction separating his upper half from his bottom bottom half, V accepts his current predicament for now.

His body and mask almost immediately begin to erupt in leaping embers, small heat distortions, and minuscule puffs of phosphorus-smoke, before closing and opening his palm with a flourish to reveal a tiny dragon made of radiant etheric flame, which winds and whizzes chaotically through the melee before exploding right in the pistolier's face!
I cast snapdragon fireworks, using False Focus to replicate magnesium (+1 round of duration) and saltpeter (+1 damage), with a DC 19 Reflex save for half damage and no dazzling.

Seeing his companion, Titus, still trapped, Colin will whisper a word of freedom, attempting to allow Titus to wriggle free of the stone. Then he conjures magical motes which flare and explode with light, blinding those in the back of the room.
Immediate action to cast Liberating Command on Titus - you get a free escape artist check to escape the entangled status with a +14 bonus. Then cast glitterdust on the two pirates in the back, DC 20 will save or be blinded.

Colin's tiger rips the witch to shreds.
Colin snaps an enchaantment toward Titus then spins to unleash a cloud of glitter at the pirates. One of the pirates gets it right in the eyes, while the other resists the cloud.
The gunner steps back to hsi left and takes another stab at the raging tiger. The savvy dog is no dunce with the bade and stabs the tiger through. The cat roars then vanishes.

Riptide finishes clawing the pirate to pieces.
The gunner once again dodges the firework dragon but is distracted and takes the full brunt of Vanzetti's fireball. The fire engulfs the gunner and singes the pirate badly.
The last pirate manages to clear his eyes, only to see a raging half orc descend on him, tearing him to shreds.
Out of combat.
The room to the south of the agents smolders as smoke pours from the door. Both Vanzetti and remain trapped in the floor.

I think you're looking for a CMB or escape artist check to escape - or something like dim door or similar. I don't see any reason you couldn't take 20 on it (which, if my poking around in your character sheet is correct gives you a 23). So DM- If levitate doesn't work, would a 23 on a CMB check get him out? If not, I can grease him to get it up to a 33 (Though I suspect Vanzetti would find it quite distasteful to be coated in such an unpleasant substance. Though it might just be absurd and ridiculous enough that he decides to add a bit to his act that features him greasing himself up, then summoning a giant pig to chase him around).
I believe Titus still has the escape artist attempt from Liberating Command with a +14 bonus.
Colin will go peer into the room, and cast detect magic and loot the corpses, as well as searching the room in general.

Titus breaks free of the stone with a little help. Vanzetti still tries to liberate himself.
Levitate would not work. Grease would allow a +10 check on escape artist as well as having the effect of covering Vanzetti with a coating of slippery grease. Cannot escape via CMB check. He can try to muscle it (str check) or hack at the stone itself.

Riptide pulls out his adamantine falchion. "Sorry 'bout this, Black Death..."
He the starts to hack and slash at the stone, chopping at it at an angle, like a log of wood, trying to remove enough of the floor to free his compatriot.

Riptide pulls out a blade of star metal and eventually frees both Titus and Vanzetti.
@Vanzetti, the snapdragon would not have been effective v the stones hardness. Adamantine works well on stone.
The room where the pirates originated from is a smoking ruin. A stairway leads up to the east.

The group, after managing to free Titus and Vanzetti, search the cahrred corpses of the pirates. They find a few useful items...

They also find some keys, a bit singed but still useful. The agents use the keys to unlock the bedrooms on the first floor. The bedrooms are in disarray and smell of sweat and stale booze.
Riptide finds a stone loose in the floor of the northernmost bedroom. He easily pries off the stone...
You find a leather bounds book tied together by a leather strap.
