Fun fact about Aananda: her superpower is being able to copy and improve any tech she sees. She now has the tech and the know-how to build an AI. Has for a while. Hasn't. She actually really disagrees with some of the basic assumptions of Culture well, culture, and is choosing to take a different direction. This is part of why the nanites aren't given enough intelligence to be considered sentient.
Lets for the sake of a debate view point, you split the camps of sentient in to
Mecha and Orga, now "Aananda: her superpower is being able to copy and improve any tech she sees" If you place ALL sentient Mecha under the term
"Tech" it means she can control and manipulate all Tech and sentient Mecha/tech, in other words (as an extreme example could be come an Thrall mind for sentient Mecha/TECH. makes you think.
Are look at it this way, What if her superpower was being able to copy and improve any organic life or sentient organic life she sees.
Again makes you think.
I think the key thing is here CULTURE MINDS are not "TECH" they are vastly more sophisticated than that, their capabilities are truly for want of a better word god-esk. But in no way ARE they good, they are living beings, no matter how sophisticated they are barn, the live, they grow, they die.
I think meta game wise, for any one not at that level to try and copy and improve an CULTURE MIND Level AI they would have to gave high capabilities, if Aananda has that then fine, and also scary as hell.
What I think I am saying is tech dos not mean Mecha in all forms, case in point is some of the Construct races in Pathfinder, could some with
Aananda superpower abler to copy an "Inevitable"? make them better, if they are just viewed as tech?
Its something to think about,
I think as Tech was used then Aananda is fine and in game worrying, this could be why Storm left. If he had know what Aananda could do he would have gone in a moment and pulled all CULTURE level tech off the planet with him. For the reasons hes stated when asked to help defend the planet. "Smatter" being one, also cultural evolution must match technology evaluation. The value system of this hegemony is stile instinctual and personal. Now this is because the readership and players are human and we like a good human story etc. So meta game wise Storm had to go, to good, to smart, to nice for us blood thirsty and drama living humans.
With AIs they stroys tend to go 2 ways
EVIL ROBOT/AI/TECH -> Distopion future.
Good ROBOT/AI/TECH -> Techoption future.
Problem is any just utopia story is dull as hell to us blood thirsty and drama living humans.
So most SF writer go for "Distopion future"
yet if any thing the last 200 years has shown us its the Technological culture tend to be good ones, I like my car, modem house, my Iphone this laptop and the Internet we are talking on.
But we have been bent in our view of Technology just as Chines girls want to look like white models, because Media and story's push a view or idea, more than another,

She also thinks that people need room to change and grow and make their own choices and AIs tend to muddy things up because they also can make their own choices. Since as soon as you create them they change from 'machine' or 'tech' to sentient being. She's not wanting to go there.
There have been tech based characters in the game. She makes no move to copy them. She thinks it's wrong. It's as simple as that. Although warforged don't really count cause they're partially magic and she doesn't do magic.
To clarify: Aananda doesn't think AIs are bad. Aananda thinks creating AIs would be bad.
Yep I think as the CULTURE books has AIs making AIs only, its a closed loop for them, and see below Organics long ago stopped having the skill and capacity to make Ture culture AIs, In fact in the books just one guy dos this as his lifes work.

I think I'm a bit mixed with with In game and Meta game things there.
do you mean V PCs or as being, in game she dos not want the responsibility, just to know, Only Storm made sentient AIs in game, hes gone now, Johnny can't, they Two Drones left could if they had Drone sex, "The Rapture" but that would be a real big deal in game so not going to happen any time soon. + they must want to, just like others, fall in Drone love.
Making AIs like that is hard, you have to be supersmart, think as fast and paralleled as the AI your making, or let it remake itself in which case it will supass you real fast, (CULTURE MINDS did just that) until MIND level AIs make other mind level AIs, each time improving, in the culture books organics long ago got left behind in MIND design and creating. Also each and every mind makes its own, Mind, kind of like OS, in real time and at a scary speed, some so well the pop off out the universe and become gods in the realm of the sublimed, a problem with AIs that smart in the Banks books.
But that's another world, this is not that world, not this one :)

O did not know that, Magic yes, Johnny has a problem with that has well.

DB3: Tyrrin now has at least some control over her Seer powers, and so is able to use her Prophetic Visionary feat, except it can be used either as Augury... or, if she's asleep, it can be used as per Divination. She may be able to glean something about what they're going to face.
I'll let you decide, since it's your story.
Either way, you have Tyrrin's interest, and she'll help as she can. Getting away from her duties as Student Council Pres may prove difficult though.

yep I think johnny if he had the time could make an AI that's truly sentient, but, he would just get board and walk off more like, 100 years around about right, it was about that in the books for a guy who did nothing but that.
And yes tech dos go bad, in the CULTURE books, "Smatter" being the big one, they even have a group with in the culture who do nothing with other higher races but stop our bakes of the stuff, Its a big problem

warlock's in pathfinder get wizard school abilities at will, he chose shift (conjuration/teleport specialist) he also has dimension door if I remember right
