Alter Winds would be perfect for a battle spell, not so much as a realm spell. A realm spell affects a province. That's why summoning a legion of the dead is a realm spell and why Alter Winds won't be good as a realm spell.

How does one spend regency?

You spend regency on certain domain actions. Like if you Agitate a province, you spend one regency point to upgrade or downgrade it's loyalty. Diplomacy with another realm costs one regency point as well.
For example. Lets say you want to respond to the Declaration of War from Ghoere. You use Diplomacy, 1 GB, and one Regency Point to respond. Actions that cost regency are located on page 49 on the Birthright Rulebook.
