Question: given that Aglondier is only expanding the wall – and not building an entirely new fortification – what do you estimate the cost of construction to be? Presently, he has invested 8 GB into the project.
We'll keep it at 8 GB.

EltonJ |

Alright, check your regency and adjust your loyalty.
-1 grade if severe taxes were collected.
• +1 grade if no taxes were collected.
• -1 grade if levies were mustered and sent to a foreign
war started by the regent.
• -1 grade if the regent ignores a random event
that affects the province.
• -1 grade if a rival regent successfully completed
an agitate action.
• +1 grade if the ruler successfully completes an
agitate action.
• +1 grade to all provinces if the regent wins a major
battle against a traditional enemy (DM's judgment).
• -1 grade for a province under occupation. Note
that a province assumes a loyalty of poor in the
first turn that it is occupied by enemy forces.
• A regent who controls all available law holdings
in a province can ignore two grades of change in
loyalty there.
• A regent who controls at least half but not all of
the available law holdings in a province can
ignore one grade of change in loyalty.
• A regent who controls less than half of the
Law holdings in a province can't ignore any
grades of loyalty change. Severe taxation
causes two losses in grade, and moderate
taxation causes a -1 loss of loyalty.
(This adjustment replaces
the loss of level mentioned *
for severe taxation
above; the adjustments
are not
cumulative.)

Rogr Aglondier of Ilien |

Aerwenwe signs the pact of Ilien during a tennis exhibition match. The Queen asks if Ilien has tennis, and if the Ilienese tennis team could compete against the Queen's.
"What an exciting game!" Aglondier marvels. "We do not have a team in Ilien, as far as I know. But we'll certainly have to remedy that! Perhaps an exhibition match by your finest players in our capital could serve to drum up interest in the sport?"

EltonJ |

No change in Loyalty in Ilien, I believe. However, I am not sure what the realm's loyalty was, to begin with...
Consider them to be at a loyalty of 10, and then adjust from there.
What about Lieutenant actions?
I'm checking BR.net for them, hold on.

Rogr Aglondier of Ilien |

From the 5e Conversion: "...Lieutenants are extremely useful in that they provide the regent with a single additional bonus action that may be used at any point in the action phases of the season, provided the lieutenant is within the boundaries of the regent’s domain at the time..."
That being said, there are some distinct differences between this document and the BR.net wiki – and there is, indeed, no mention in this wiki of Lieutenant actions.

EltonJ |

Nope, none at all. Although we can adopt the Lieutenant action rule from the 5e conversion. One single bonus action provided by your lieutenant that may be used at any point in the action phases of the season, provided that the lieutenant is within the boundaries of the regent's domain at the time.

EltonJ |

I have no idea if I have one or not. I probably missed the section, but trying to navigate the site is maddeningly counterintuitive at times.
One day, it will be better.
Okay, did you both check for loyalty? Max. Loyalty is 10. Once you have that checked, we'll move on.

EltonJ |

Alright. Since nothing happened to affect your regency yet, I assume that's stable.
We will now proceed on the next domain turn. Rolling random events for Ilien:
2d10 ⇒ (9, 4) = 13
Pirates disrupt the Port of Call's trading on the high seas, and El-Hadid has no choice but to turn to the regent for help.
Rolling Random events for Roesone: 2d10 ⇒ (1, 6) = 7
A Priest from the Sacred Voice of Medoere has come to Roesone to discuss matters of state. An alliance with Medoere to be exact.

Rogr Aglondier of Ilien |

Questions: did Aglondier find a constable for Common Ward?
ROUND 2
Regency points: 22 (80% of 28 RP (Province 7 RP; Source 14 RP; Law 7 RP), rounded down)
Regency Expenses: 25 —> Court is reduced from 5 to 4.
—> Accumulated Regency: 19
Taxation and Collection: 9 GB (Province 7 GB + Law 1/3 of 7, rounded down)
Domain Expenses: 7 GB (Court 0 GB; Armies 7 GB)
—> Treasury: 4 GB
First Domain action: Establish Spy Network in Ilien (1GB) Diplomacy (Gather Information): 1d20 + 7 ⇒ (15) + 7 = 22
Court action: Gather information on El-Hadid’s weapon stockpile (1GB) Diplomacy (Gather Information): 1d20 + 7 + 2 ⇒ (10) + 7 + 2 = 19
Court action: Gather information on relationship between El-Hadid and Lord Beldere (1GB) Diplomacy (Gather Information): 1d20 + 7 + 2 ⇒ (16) + 7 + 2 = 25

Lady Adriana Barad |

I'll be more than happy to cede first action to Rogr. Adjusted reserves in profile.
Rule the guild in Abbatuor 1d20 + 2 ⇒ (19) + 2 = 21
Finish the new wing of the palace and start on the next project of improvement. 1d4 ⇒ 4
Meet with the voice and discuss the Arch-priestess' proposal.
Also, I don't think we discussed how much Rogr needed cash wise, but if you want to hand wave that I can send Ilien my end of the bargain after dealing with the supplicant from Medoere.

Rogr Aglondier of Ilien |

Letter to Lady Adriana Barad
Dear Lady Barad,
It was an honour for me to travel at your side to ensure the prosperity of our friendly nations, and I hope that this letter finds you well. When we last spoke of matters of state, I shared with you my concerns regarding the intentions of High Mage Aelies and Ilien's ties to Aerenwe. Since then, I am pleased to say that our relationship with Aerenwe has much improved. The Queen has signed the Pact of Ilien and I hope that this may convince High Mage Aelies of our good intentions.
I now will likely turn my attention to the high seas, where pirates are disrupting trade. I suspect that the bandits are hiding out on the far side of the isle of Tamle – an uninhabitable chunk of volcanic rock that is located off the coast of Ilien and Medoere.
What of you? Any news about this Daverone?
I had proposed my assistance in your dealings with Ghoere and, of course, the offer still stands. Perhaps we could meet anew to discuss terms, which were not formally agreed upon when we first discussed the matter?
Best regards,
Count Rogr Aglondier of Ilien.

Rogr's Domain Actions:
First Domain action: Establish Spy Network in Ilien (1GB) [dice=Diplomacy (Gather Information)]=22.
You managed to establish a spy network. That will cost you 1 GB per year (for an average spy network), a really good one costs you 3 GB per year (want to know the color of El-Hadid's underpants?)
__________________________________________________________________________
Court action: Gather information on El-Hadid’s weapon stockpile (1GB) [dice=Diplomacy (Gather Information)]=19.
Your spy network has discovered that El-Hadid has a stockpile of weapons, but not an exact location.
__________________________________________________________________________
Court action: Gather information on relationship between El-Hadid and Lord Beldere (1GB) [dice=Diplomacy (Gather Information)]= 25
This has been a success. Beldere has been sending secret notes to El-Hadid about his weapons stockpile, and makes disparaging remarks about the government of the Count of Ilien.

EltonJ |

Lady Adriana Barad's Domain Actions:
Rule the guild in Abbatuor = 21
This has been largely successful. You are slowly gaining a monopoly over the guilds in Abbatuor.
__________________________________________________________________________
Finish the new wing of the palace and start on the next project of improvement. = 4
This is largely successful. A deft Appraisal check can tell you if they are milking their Baroness for what she has.
__________________________________________________________________________
Meet with the voice and discuss the Arch-priestess' proposal.
This requires you to go to Braeme, and to meet with her at night when the moon is full, and out.
==========================================================================
Ghoere's actions.
Gavin Tael establishes a guild holding (0) in Ghoried. 1d20 + 3 ⇒ (13) + 3 = 16
Gavin Tael makes his Spy Network more robust. (he is paying 3 GB for it).
Gavin Tael prepares for war against the Spider. (Maybe he's just posturing).
========================================================================
The Spider's actions
The spider waits and plots (no action this domain turn).
========================================================================
Avanil's Actions:
The Prince raises taxes throughout his realm.
The Prince then creates A new unit of Anuirean Knights as he builds up his army.
The Prince sends diplomats to the City of Anuire.

EltonJ |

I could meet you there the round after next, after having spoken to El-Hadid. Perhaps that's where our next adventure takes place? Aglondier has interests in the region...
The seas of Anuire are a bit stormy, you think you can take out the pirates?
Not to mention the sea drake.
Rogr Aglondier of Ilien |

I am not sure about taking out the pirates and the sea drake is out of the question, but wouldn't it be appropriate to meet with El-Hadid, discuss his concerns, and see if anything can be done for him? And, given that he has interests in Medeore, it might be useful to speak to him before heading out!
Unless you think that Aglondier should simply go ahead and meet Lady Barad right away?

Rogr Aglondier of Ilien |

A question before I go ahead and post a second domain action: is El-Hadid asking for an audience? Is he using his domain action? And is he paying the GB cost for the diplomatic mission? In other words, does a meeting with El-Hadid count as Aglondier's domain action and does he need to pay the GB cost for Diplomacy?

Lady Adriana Barad |

As far as I understood it, the Arch Priestess of Ruornil only reached out to Lady Barad.
Appraise check 1d20 + 2 ⇒ (2) + 2 = 4 guess they are milking the state for three gold bars worth and no one brings it to Lady Barad's attention.
Court: Build more palace 1d4 ⇒ 2
Standard: Rule guild 1d20 + 2 ⇒ (10) + 2 = 12
Character: Travel to Braeme and back.

EltonJ |

As far as I understood it, the Arch Priestess of Ruornil only reached out to Lady Barad.
Appraise check 1d20+2 guess they are milking the state for three gold bars worth and no one brings it to Lady Barad's attention.
Court: Build more palace 1d4
Standard: Rule guild 1d20+2
Character: Travel to Braeme and back.
Are you trying to oust El-Hadid?

Lady Adriana Barad |

Have not been asked to. As far as I know, I have to deal with tracking down Daverone, meet with the Arch-Priestess, send coin to Rogr to help with the Ghoere issue, and keep my country together. I only have so many actions each round and right now I am using them to increase my actions and increase my coin to help make this a little easier. My personal action had to be used on one of these options, so I chose to deal with the Arch-Priestess instead of snubbing her at this time. If you want I can ignore events and help Rogr exclusively if that would be better.

Lady Adriana Barad |

Lol, of course. Just trying to make sure I understand the situation. As far as I knew Lady Barad only knows that Rogr is dealing with pirates off the coast of Medeore. Nothing she has been informed of has anything to do with El-Hadid himself so ousting him kind of comes out of left field.

Rogr Aglondier of Ilien |

Before tending to his own affairs, the count takes the time to receive El-Hadid in his hall, to listen to his troubles and, if at all possible, come to his aid.
"Greetings," Aglondier addresses the merchant with respect and decorum. "I welcome you into the hall of my ancestors. Peace be upon you and yours."
Aglondier's smile is sincere: this is one of his realm's most influential men and he certainly hopes that this will be the first of many friendly discussions!
In light of the above, I remain unsure... Is this meeting a domain action? A court action? Neither?

EltonJ |

"I do not know where they whey anchor. The pirates are said to whey anchor off of Tamle, but I know not for sure. They are hurting business, and my sources say that their are two pirate ships attacking my galleys and zebecs," El-hadid said all this in three breaths.

Rogr Aglondier of Ilien |

"Pirates anchored off the Tamle," the Count echoes, reflecting upon the matter. "Mounting a proper investigation and attack would require some means, which I must admit, albeit reluctantly, Ilien does not have. I will speak plainly as you have: I am prepared to come to your assistance if you agree to pay tribute and finance the expedition."

Rogr Aglondier of Ilien |

"That is settled then," Aglondier nods. "You may deliver the gold bars to Chamberlain Conor Ja'teem, upon which I will mount the expedition."
With that, the Count gives the merchant leave to go and turns his attention to other affairs.
Second court action: recruit fleet admiral. (1GB)
Domain action: Diplomacy in Medeore to broker an alliance to deal with the shared threat from the Isle of Tamle. (1GB)
Diplomacy: 1d20 + 7 ⇒ (18) + 7 = 25
I am assuming that El-Hadid delivers at least some of the GB in the time it takes to execute the second court action. Otherwise, the treasury of Ilien is empty!
