Probably not, but even if he can't, he'd like to try and not kill the wolf. Actually making it a companion would definitely take some time ( and probably a lot more mutton), but that would certainly be a goal he'd be willing to tackle!
Also, it would be nice if the dice would actually let him hit something for once...

Here is the PFSRD entry for Handle Animal. Note the part that says If you have no ranks in Handle Animal, you can use a Charisma check to handle and push domestic animals, but you can’t teach, rear, or train animals. Also note the entry for "pushing" animals which requires a DC 25 handle animal - To push an animal means to get it to perform a task or trick that it doesn’t know but is physically capable of performing.
RAW Kivyx simply can't influence the wolf at all, however I think this is a bit restrictive. The way I've been handling it "behind the scenes" was that if Kivyx beat the wolf's rearing DC, 15+CR (which he has) he'd be able to tangibly change the wolf's behavior, although it won't necessarily perform a specific trick.

I've always imagined kobolds being a bit more in tune with animals given how often they employ them for their raids and defenses, but RAW, I can see that would need specific training. (Note to self: take a rank in Handle Animal... and make another kobold being a monster wrangler) Plus, that's my way of thinking having looked at so many kobold builds... I really love the little guys more than I should. X)
As a rule of thumb, I've found that handling wild animal attacks such as wolves with some food gets them to leave you alone (and in one case, it came back into play amazingly, but that's another story). So this would be a more than satisfactory resolution to him.
