Waiting a lvl for a 2nd attack isn't a problem.
As to why:
Well...i've never played one, for starters.
I've been playing mostly humans, only 3 low lvl core race exceptions of which none in a game currently.
The tiefling celebrity is from the slums, that seems to me a place a stealthy freedom fighter could be dwelling.
If one is going to be a 'good natured little devil', why not a tiefling?
Tieflings aren't evil per sé, they're on the cover of the players' guide PDF as well.

            I agree. I just didn't want the answer to be "Because they get +2 to whatever" I can see a tiefling wanting Thrune out of Kintargo. In Cheliax they are also an oppressed class, much like the halflings but not as badly treated.

            OK so Olfden has a population of 3300 ish, which means stuff under 2000g is always available and a chance at more powerful stuff too.
I suggest we buy: wand of CLW (750g). A wand of lesser restoration is 4500g so that may not be available, mind you we probably don't need the full 50 charges.
A scroll of Death Ward costs 700g. I suggest we buy one each.
Maybe a few scrolls of Bless Weapon? Of a remove curse scroll?

            I see... Well I don't want to double up on a hand to hand fighter. I guess that rules out sacred fist* and brawler. I do think I could come up with a very flavorful urban barbarian who would be useful out of combat.
* Although a Sacred Fist of Caiden Cailean using Crusader's Flurry with a rapier would be right on target as far as the visuals go. I suppose he could have a sword cane too. I kind of like that concept.

So maybe a lvl 2 (max) monk (MA/MM/WA) and the rest slayer (Cleaner)

            Think of a background/niche for your character before thinking of mechanics please. Where would such a character train? What would their motivation be for wanting Kintargo freed from the clutches of Thrune?
What did the character do before the campaign starts?

In the most general theme, the char would be from a small tiefling gang (a dozen or so), who had the betterment of the slums at heart and doing petty thefts on the border of the slums and the better part of the city, robin hood style with nl-means, nothing too bad.
With Thrune putting the city under martial law, their small-time efforts were now considered "serious criminal violations against public order" and the slums were treated even worse.  
Slums hide not just the common rabble, also ex-military or other specialists down on their luck or in hiding from someone or something.
A back alley underground hideout was the place for the gang-turned slums freedom fighters.
Having befriended, via favors or sympathetic actions, the fore mentioned sort, they would/could spend some spare time sparring, they need to be better at their actions now that Thrune is sending more patrols into the slums.
The PC's group's hideout was semi-compromised, when a patrol was threatening a mother for information, by holding a knife on a child's throat.
Some general directions given, part of the group was caught by surprise
and taken into custody. The PC and a handful of others had been planning a rescue operation, but would need to gather actual influence or more allies, to even stand a chance. It is a solid prison after all, where the others are held. Each of the 5 remaining (including PC) members would attempt to befriend people outside of the slums to free their friends and, in doing so, maybe even improve the chances of betterment for the people in the slums if they could befriend more wealthy folk.
Besides, we're not there yet for some time, with the Hungry are the Dead not even started.

            Archetypes can't be combined, since they both alter a 3rd lvl monk ability, despite planning to not go that high.
Unless...of course, the GM allows it.
That aside, does someone know of, aside from the fighter's armor training, a way to increase the max allowed Dex bonus on armors?

Btw, urban barbarians are quite flavourful for an urban cmapaign and their abilities to influence crowds are also quite useful.
Hecktor, don't forget, I'm probably going into melee as well, but not on lvl 1. I'll wait with picking up a rapier until level 2 as then we are probably expecting combat.

creatures should find homes worthy of their kind!
Proclamation the Fourth: The right to wear fine
embroidered clothing in public is hereafter proscribed
to anyone other than agents of House Thrune or the
Holy Church of Asmodeus. Exceptions can be awarded or
purchased at the city’s discretion.
Proclamation the Fifth: Grain is life! Should grain
be spilled in public, it must be gathered, cleaned, and
repackaged within the hour. Any person who allows grain
to go ungathered after a spillage shall be fined 1 copper

brings a dangerous imbalance to the slumbering mind.
Between the hours of sunset and sunrise, the taking of
tea is proscribed.
Proclamation the Seventh: The odor and flavor of
mint is an abomination to the refined palate. Be not the
cretin! Mint use in candies, drinks, and all manner of
confections is hereby proscribed.
Also, I'm not sure if I mentioned this, but you should make a character that is just as good out of combat as they are in combat. A large portion of this AP will involve noncombat actions, and quite a few of the combats in the first book are very avoidable with skill use.
Another thing, I cannot stress enough to please read the Player's Guide and craft a character and background using all the flavor possible from the Player's Guide.

I figure Ollivor had given a fake name to the authorities, and was only in their hands for a short time due to luck and the Bellflower Network.
He is probably using an assumed name regardless.While he was saved by the Bellflower network, he is not a member.
Instead, they sent him here to learn about Cheliax in a safe environment (They didn't know a bout the lordship coming into take over) and to let him train (level up) before using him. He might have joined eventually.
I think he's been there for at least a year or two now. But I'm flexible if it needs to be more.
His reason for attending is to be part of the protest. Ollie's not as foolish as he was, but he still wants freedom for halflings and wants to show his support for liberty etc.

Yes. And despite the fact he wouldn't have grown up there, it seemed to fit best. Andoran mentions that their own musical movements and so forth include a lot of satire and mockery for Cheliax. I think Olivor has learned that writing a song about a person who gets dragged around by a hellhound that mauls him from time to time insisting that his animal deserves best in show might be better than flat out saying "Cheliax can't control hell and is going to get torn up real bad by delusional pride" flat out. It got him under the radar in Kintargo's older kinder regime
I figured it was the  campaign trait that worked best for him. The diva one does not fit. He's not interested in performing at the opera house. The Pattern Speaker is too specific. He's no detective (Urban Sleuth) , etc. so Satrist suited best.

re:Bellflower Network/Background I'm trying to get you guys to be loyal to Kintargo and want to stick around there, so tying Ollivor to Andoran so closely makes it more difficult for me. I think it'll be ok if 1 PC is an outsider, but the AP won't make much sense if everyone is playing an outsider. The AP isn't about fighting to free Cheliax from Thrune. It is very much about fighting to preserve Kintargan semi-independence from Cheliax (something most every Kintargan is very proud of) 
The average citizen of Kintargo identifies and holds loyalty to their city first, and then to their Duchy a distant second. Cheliax is a remote and estranged third and most Kintargans hold almost no allegiance to the realm in which they live. It's also across Cheliax from Andoran, so they don't interfere much with Kintargo either.
That being said, Kintargo is the PERFECT place inside Cheliax for a fledgling Bellflower Tiller to earn their keep before being sent on real missions inside Cheliax proper. The Halfling on the cover of the Player's Guide is a perfect NPC to tie Olliver to the AP. (She is a leader of the Bellflower Network inside Kintargo, which is something the PC's aren't supposed to know of from the start but I figure this will just tie Olliver into the campaign a little better)
Here is my proposal for Olliver. He was sent to Kintargo after being rescued and volunteering to join the Bellflower Network. This was fairly recently, say 2-3 months preAP. His contact is Laria Longroad, and he arrived in Kintargo and began his apprenticship underneath her. He poses as a halfling performer in her tavern and runs errands for her. The arrival of the Paracount Thrune meant alot more scrutiny and so the Bellflower Network was shut down after he arrived and hasn't yet been restarted. Olliver is chafing under this restriction and so perhaps that is why he is at the Protest.

government’s claims that the new lord-mayor will
only remain as long as the rebellions of the Glorious
Reclamation to the distant southeast continue, you
fear that Barzillai Thrune and martial law might be
here to stay. The time is right to strike a blow against
the oppression and to make the voice of the city
heard, for if Kintargo’s citizens simply roll over and
accept their new lives, restoring the city to its people
will become nearly impossible. You’re planning on
attending the Aria Park protest specifically because
it’s the largest and most organized protest yet, and if
there’s any chance to make your voice heard, it’s now!
You gain a +2 bonus on all Bluff and Intimidate checks
made during the protest itself.

When Nestor started to sweep out of the room, Logan only had one thing to say, ”S@~!”. As day stretched into evening, a chained and Battered Logan had a chance to look around the dank cell. In it where the usual ne'er do wells and, of course, a number of halflings. When he looked, one of them winked at him. ”What?” asked Logan, and the halfling boy, well man really, put his fingers to his lips. Logan sighed and sunk back down, the chains clanked as he did so. Hours passed and Logan had lost focus, adrift in his thoughts. Suddenly the jailor, an unwashed brute of a man, came to the door and pointed at him and the halfing and spat, ”You and you come ere.” The pair where manhandled over to the desk sergeant who looked them up and down disapprovingly, while examining a richly illuminated parchment. ”Most irregular. A writ of habeas corpus for a murderer and a known pip-squeak malcontent. I’ve never seen the like, but it’s stamped with the proper seal and countersigned by his eminence. Anyway’s get out! Don’t miss your court date, if you make us come find you, I’ll make an exception to the rules d’ya hear me!” the man roared. The pair of them were then unceremoniously thrown out into the night.
Logan muttered, ”What just happened?!” The halfling winked and replied, ”If you want to find out, you’ll have to follow me! We could use somebody like you…”

            Sisaya had been operating in the city of Kintargo from an early age, grouping together with other halfling kids for some mischief. Life in Cheliax was reasonably good for halflings in Kintargo, though like other mischievous children you had to be watchful for the guards coming after you. Sisaya wasn’t the most watchful, but she had a natural instinct when trouble was afoot, voices called out to her to warn her. Usually by that time the other kids had run away and it was sometimes too late to escape, but often enough it was enough time for her to run away, faster than any other halfling.
Her late reactions and staying last, made the other kids think of her as the most daring and she quickly became the leader of the group. Though she was caught some of the times, she was quite inspiring in her deeds to elude the guards to impress others. Even to others whom she didn’t know.
Several years later she was approached via a coded letter to meet someone inside the city, the initials only mentioning B.N. It took some time, but eventually Sisaya solved the code and was only just in time fort he meeting. A hooded halfling, probably, with long blond hair awaited her.
”So I’ve got a proposition for you. Have you ever heard about the Bellflower Network? I reckon you think you have it quite good here in Kintargo right? Well we halflings in Cheliax don’t have it all that good, here we have some freedom. Elsewhere in Cheliax our kin is in slavery, we Bellflowers fight for their freedom. We’re going to need a few more members here in the city, you interested?”
After some thought, Sisaya agreed to join the Bellflower Network, though not actively a part of the liberation missions, Sisaya participated in the recruitment of new members and getting other halflings out of trouble within the city. Her daring and brown/auburn hair eventually earned her the nickname: The Brown Fox
When Barzillai Thrune took charge of Kintargo, the whispers started again, warning of danger and trying to protect Sisaya. When the proclamations came and the mood in the city turned sour quickly after that, all her senses flared and voices called in her ears. This will lead to trouble, people may get hurt. Shouldn’t you try to hide? When the news of the march against Barzillai’s control of the city came, she eventually even thought she heard the voice of her old grandmother in her ears. ”Sisaya, this march is dangerous. Your help may be needed, though be careful.”
She didn’t want to participate at first, as she didn’t want to be in the picture, the last warning changed her ideas. She asked a newer member of The Bellflower Network named Ollivor Myles if she could tag along, not mentioning her feelings and worries about what might happen that day.

Feat and Skill Racial Traits

Fleet of Foot: Some halflings are quicker than their kin but less cautious. Halflings with this racial trait move at normal speed and have a base speed of 30 feet. This racial trait replaces slow speed and sure-footed.

However, you can't take any actions in a surprise round, including free actions, except for flash of insight (see Revelations below). In the absence of a surprise round, you are staggered for the entire first round of combat.
Effect:
At 5th level, you gain a +4 insight bonus on initiative checks.
At 10th level, you gain improved uncanny dodge as the rogue ability, using your oracle level as your rogue level.
At 15th level, you gain a +4 insight bonus on all your saving throws and to your AC during surprise rounds and when you are otherwise unaware of an attack.
A community guardian adds Knowledge (local), Linguistics, Perception, and Survival to her list of class skills. These replace the additional class skills from her mystery.
Bonus Spells

Revelations
A community guardian must take the following revelations at the listed levels.
Spirit of Community (Ex): As a move action, you call upon the spirits of community. For the next round, you grant every ally within 30 feet a +1 competence bonus on a single skill check (of the ally's choice) that it makes before the end of this revelation's duration. Furthermore, allies within 30 feet can, as a free action, choose to forgo this bonus, and instead grant a single ally a +1 increase to its competence bonus granted by this ability (maximum +5). You can use this ability a number of times per day equal to 3 + your Charisma modifier. You must take this revelation at 1st level.
Renewing Radiance (Su): Once per day you can produce a burst of swirling white light that provides a measure of protection and renewal to allies within 30 feet for 1 round. On their turn, the allies can choose either to gain a +1 sacred bonus to AC for 1 round or to heal a number of hit points equal to 1d6 + your Charisma bonus (their choice). If an ally is dying, it is stabilized instead. At 7th level, the bonus to AC increases to +2, and the healing increases to 2d6 + your Charisma bonus hit points, and at 14th level the bonus to AC increases to +3, and the healing increases to 3d6 + your Charisma bonus hit points. You must take this revelation at 3rd level.

            I like that you guys are writing stories for your characters. However, I'd like you guys to just explain to me how the character is connected to Kintargo. Why they feel called to action against Barzilai Thrune? 
Also, does your character know about the Silver Ravens?
Some more background information...
7 nights ago, Thrune and his followers struck suddenly, trying to drive off, capture, or kill any known or suspected dissidents. Groups such as the Sacred Order of Archivists, the Bellflower Network, and the underground faiths of Sarenrae and Milani found themselves waking to a day without leadership after a night of arson and murder known now as the Night of Ashes. It’s been only a week since the Night of Ashes, but already the city feels like a different place. Thrune’s first seven proclamations have given the city’s citizens a grim preview of the times to come.
edit: I don't do drawbacks. The only time I've ever seen them used is when the players knows full well it'll never come into play. So it basically becomes a free trait. No drawbacks.

            Although I understand why some people prefer a first person style narrative for a background. I prefer just a simple explanation for how the character will fit in with the campaign and other players.

Timeline for the campaign
~ 30days before the campaign begins: The Glorious Reclamation begins, the Order of the Godclaw is defeated and uprising begin across Cheliax.
~28 Days before the campaign begins: Queen Abrogail Thrune II declares martial law in all Chelaxian cities.
~25 Days before the campaign begins: Paracount Barzillai Thrune arrives in Kintargo.
~10 Days before the campaign begins: The Lord Mayor of Kintargo Jilia Bainilus goes missing. Rumors abound that Jilia had abandoned Kintargo, leaving on a ship bound to Arcadia, giving Thrune’s appointment as an interim lord-mayor a greater degree of legitimacy.
~7 Days before the campaign begins: The Night of Ashes.
Campaign Begins with an Organized Protest at Aria Park.
During the time since Thrune arrived in Kintargo there were several dozen smaller protests that were always broken up swiftly by the Dottari and Asmodean Inquisitors.

That's an insult to a lady of my talents, i'm a coverup artist. 
In a way, you could think her to be that, but the gang does petty theft to gain funds to improve living conditions in the slums.
A little robin-hood-esque actions. Her job was to remove tracks.
Since in general the good guys kill lots of baddies, someone has to deal with hiding their bodies. 
As to eliminating witnesses, i imagine her to have bribed people with some of the funds looted from said baddies. Of course, covert hits against evil soldiers now and then could count to that as well.
It seemed to fit, since one would like to hide evidence of the rebels' involvement.
But it's up to you if you think the archetype fitting or not.

            I'd just like some RP reason why someone with her skills would throw in with a bunch of rebels and even care who was in charge in Kintargo.
Also, this is a very CG aligned campaign...alignment will play a bigger role after the 2nd or 3rd book from what I've read of the outline. The closer your character is to CG the better they will fit in with the campaign.

            I mentioned that in the written background before, i believe.
She is meant as CG, but she does petty theft for the greater good.
Since Thrune came to power, he had sent in patrols on a regular base, harassing the slums folk, finding and quelling the gang being the main reason. 
Half of the gang captured, why wouldn't she throw herself in with rebels to overthrow Thrune? It's the people they wanted to help, in their way, whose conditions are worsened. 
Plus she's an admirer for the tiefling spokeswoman, who's from the slums.
If it's not within the plausible boundaries, i'll try to rewrite a slayer's reason.

Edit: With the campaign trait and the listed potential reasons for attending the protest, that could be a plausible explanation.
Rumors starting that the tiefling woman was taken by Thrune's men.
Finding at the protest that she, who is usually at public events, is missing, could be a motivator for Xindyra to join rebels who want to overthrow him.

16 years ago, Logan starts learning the sword and axe. Being taught by Larson the family master-of-arms.
15 years ago, a halfling servant saved him from drowning in a frozen pond, but was whipped for showing disrespect to his Uncle Gabriel who was drunkenly 'looking after the child'. This put the seed of doubt into the young Logan's mind about the nature of his family. He's been frightened of water ever since.
14 years, 11 months and 30 days ago, Logan starts sharing food with the malnourished servant halflings.
10 years ago, his mother, Phrune Tanessen finds out and has one the halflings sacrificed to Asmodeus in front of him. She thought it would be 'good for his character'. Logan was crushed, blaming himself.
6 years ago, apprenticed to Nestor the legal sectary.
4 years, 6 months ago, Logan avidly read about banned religions in the forbidden section of Nestor's library.
4 years, 5 months ago, a chance encounter with a man indited on trumped up charges lead to Logan successfully arguing for his release. The man was very grateful and turned out to be a priest of Milani and Logan lapped up the theology.
4 years, 2 months ago, Logan starts attending services to Milani on the sly.
2 years, 3 months ago, Logan passed several legal exams.
2 years, 2 months ago, Logan started offering legal advice for abused slaves, halflings an the like. Much to the disapproval of his family.
1 year, 6 months ago. Logan became infatuated with a common girl called Alayna. Family horrified, and arranged for her 'disappearance'.
??? weeks ago, Logan helps his client Xindyra with a spot of bother.
2 weeks ago, Logan defends a pair of halflings being beaten by what passes for police., over a trivial matter. Logan tries to intervene but things get out of hand.
2 weeks, 5 days ago. Logan disowned by his family.
~10 days ago, Logan is deeply suspicious of the official story over Jilia Bainilus's disappearance.
~5 days ago, Logan had been drinking with agitators and was increasingly drawn into the rebellion. His legal knowledge proving invaluable for frustrating official investigations. 
I'd like to find a way of integrating Logan's story with at least two more of you. You don't have to be close, but it would be easier if we knew each other in passing as sympathizers of the rebellion.

R6. The Cloven Hoof Society: This ramshackle building is run as a hostel and advocacy for Kintargo’s downtrodden tiefling citizens.
R7. Devil’s Nursery: This slum is primarily inhabited by tieflings.
What if instead of being affiliated with a criminal enterprise, Xindyra is actually a NG (or CG) tiefling who specializes in getting other tieflings out of trouble . This skill set would be identical to that of a normal cleaner, except Xindrya is much more GOODly aligned and much less Neutral/Evilly aligned.
This way, Xindyra is much more likely to have run into Logan before in her quest to assist tieflings in evading Chelaxian "justice". His way is through "official" channels while hers is not.
I can see Xindyra as an agent of the Cloven Hoof Society. So the Star Struck campaign trait makes a ton of sense then, she would be enamored with 
Strea Vestori (female tiefling; Dexterity): Strea is often
regarded as the face of the slums known as the Devil’s
Nursery. As Kintargo’s most outspoken and public
tiefling citizen and leader of the Cloven Hoof Society, she
has nearly as many admirers as she has political enemies
in Cheliax.
So that way Xindyra would have a very good reason to oppose Thrune, he's the one that everyone believes is responsible for Vestori going missing.
