Ok, gotcha. So, you said there would be plenty of time for retraining, so here is my semi-long term plan. I'll use the Aldori Dukeing Sword as a longsword for the first two levels, with weapon focus and slashing grace, and then at level three, take exotic weapon proficiency with it and retrain the weapon focus and slashing grace to work with the dueling sword instead of longsword.
Of course, it would all be worked in via roleplay, because I am far more attached to role play than game mechanics.

I would like to encourage more people to submit characters who follow deities other than Asmodeus and Devils. I would really like to see the PCs create a new and unique nation with a different style than Cheliax.
It does seem like there is a lot of room to make an evil Kingdom without mimicking Cheliax and their devil worshiping ways. A Magister that worships Nethys that has a school creating undead to protect the nation, for instance. Or a High Priest who worships Norgorber and runs a secret society of inquisitors that police the nation. (This would also work as a priest of Abadar, interestingly enough)
Irori is certainly a rather selfish god, with followers generally interested in only their own personal growth and enlightenment. (Sometimes more, sometimes less, at the expense of others.) Abadar is an excellent god for wanting to bring order to the chaos of uncivilized society, whether by force or not.
With that said, I'll get to work on my own character!

That all depends on how well someone knows Golarion. Paizo did a pretty good job of running the gambit with different styles of countries. There's one that's advanced tech, there's one that forbids divine magic, another arcane, there's even one that's ruled by intelligent undead where living sentient creatures are literally cattle.
The aforementioned cases above are extreme examples, but it does go to show that Paizo made Golarion as diverse as possible.

Ok, that works out perfect for me then. It provides more role play potential for growth as a warrior, and it mechanically works.

Here is my submission, Kyra Banior, a Human Inquisitor of Ghlaunder.
I know it might not sound normal to have a worshiper of the god of plague and disease in a campaign where you are trying to build a city. But Kyra is more subtle about it than just putting plagues everywhere. There is a time and a place for them when the population of weak individuals is dragging down the success of the city or community as a whole. A strong parasite also requires a strong host, as a disease can’t spread far if there are no people to spread it. So most of the time all for city growth, and community and stuff, then once in a while a little bit of pestilence.
I know these things can be difficult to read sometimes when they are long, so if you would like I can throw all of this in an actual character sheet.

Kyra Bannor, Inquisitor of Ghlaunder was boor to a poor farming community in Southern Brevoy. Life was hard but good. Her father worked as a hunter, killing animals for food and fur, and trapping the more exotic ones to sell to traveling traders. Her Mother worked as a seamstress, creating blankets and clothes from the pelts her father brought back to sell and to keep the family warm.
One day however while on a hunt, her father was fatally wounded by a wild Rhino that had come north to graze during the warmer seasons. Worse still, the same Rhino kept coming back year after year to graze, and no one in the community dared trying to attack it, for they felt it was ill to try when a skilled hunter had already failed.
Then during an especially harsh winter, Kyra and her mother’s house was broken into by men covering their faces with bags and masks. They ransacked the house, and took everything of value. The bitter cold of the winter, combined with having no more food or warm furs kill her mother, and she was left alone in the care of the village elder, and old man named Zanthus.
Kyra didn’t know what to think of Zanthus, he has always just been the creepy old man that she avoided, and now she had to live with him. At least she could take some solace in the fact that he was too old and feeble to be one of the men that robbed her house.
She soon learned why he was so creepy, he was a very religious man, but not in any way she had seen before. She had been raised by her parents as a believer in Desna. Though they never attended church often, she knew the stories, and many of the teachings. Zanthus however worshiped in secret Ghlaunder, but instead of hide the fact from her, he told her almost immediately.
She wanted to run and tell someone, anyone that this worshiper of a horrible god was hiding in their town, but he asked her to stay so he could explain himself.
He explained that rarely is it the goal of a parasite to kill the host, for if the host dies, then the parasite dies with it. In nature, does one Mosquito kill a person? No, the mosquito is a nuisance at best, and both creature can live together with little problem. What kills a person is other people, and what kills a community is the weak people.
When there is a plague, is it the wealthy, powerful, influential, productive people that die? No, it is the weakest of the people, the poor, the slow, and the lazy. They drag down a society to their level, and in turn, slowly kill it like a parasite, but this parasite will kill the host, and then it dies. If that one mosquito happens to induce a plague in a city, it is the lowest and the weakest that will die, ensuring that the greater populace, as the host, will live on.
If a plague had wiped out the weak from this community before the winter, do you think people would have needed to rob your house, resulting in your mother’s death? This last part made perfect sense to her, by clearing out weakness, the host can become stronger. She learned much from him over the years about the laws of nature, survival of the fittest and such, until she decided to strike out on her own, but first she would need a strong host, and she knew where to get one.
Waiting for the warmest time of the year, she search and searched for the Rhino that came every year, the same one that killed her father, one that would make a truly strong host. Once she found it, she did not attacking like her father had, she befriended it, tamed it, and molded it into a powerful host and tool for her coming adventures.
Sacred Huntmaster gives my inquisitor an animal companion, and I would take the animal domain. Everything I have read says that this would actually get me a second weaker animal companion instead of a stronger animal companion because they are based off the same class levels. If you disagree, let me know and I will just switch to the catastrophe domain, or the spellkiller inquisition.
My plan of the second companion was going to be either a giant slug, some parasite (I couldn't find any, but if allowed I would see about a dire Stirge maybe, or a vermin companion), or a boar (so I could name them Rocksteady and Bebop from TMNT). Kyra herself focuses on ranged combat, using teamwork feats with my rhino like friendly fire to increase damage, and Escape route to avoid damage.
Marshal would be her preferred leadership role, though High Priest, Spymaster, or Assassin would also be fine.

Maralynn Rose, I hate being "that guy" but you used a bit too much gold. Swashbucklers do indeed start with *way* too much cash, but "only" 300gp. The chain shirt and composite longbow (str +1) hit that exactly. The sword comes free, but you've got exactly 20 extra gp spent. I say this as a regular player of bards who would literally kill to get 300gp and be able to start with a chain shirt and bow, nevermind a composite one.

She "respects" those with actual power (read, she would rather surround herself with them because she knows it's the easiest way to an easy life), so getting along with party won't be a problem. She treats those that she deems "lesser than" herself as such.
As for me playing a female, I have one character I've played on Paizo as a female:

My character was Apex Stormshard, but she was radically different from Maralynn. That character was a sylph wizard who was betrothed to a man against her will, and when he tried to have his way with her before the wedding, she panicked and accidentally killed him, and was on the run when she ended up in sandpoint needing money at the beginning of the Jade Regent AP. She was very shy, contrite, and afraid of her own power, and the person she fell in love with during the AP was killed right in front of her as he saved her life.
So basically, absolutely nothing like this character at all.
Now, I have played many, many female characters over the years, starting with 2e way back in the day, so I have quite a bit of experience doing so. If you would like some more examples of my roleplaying so you can see how each character has their own personality, I have these on Paizo:

Hmmm, might have the perfect idea for this.
A Summoner(Story Summoner).
Idea would be someone of Varisian birth who was raised in caravan and learned the use of Harrow decks. However, she also loved stories, but her stories tended to drift toward the darker side of humanity and civilization. Slowly, as she matured, the elders began to warn her that unless she straightened out, she would be banished from the caravan. Well, it happened one dark rainy night. She was telling a tale of children lost in the wild, and the creatures that were hunting them.
Suddenly, her story, literally, came alive, as a million harrow cards suddenly flew from her pocket and formed into the manifestation of the creature chasing the children. The children listening to the story screamed, thinking this was a wonderful trick, but it was no trick and the creature attacked. The adults of the village managed to kill the creature, which after several strikes burst into a cloud of cards that flew back into her pocket.
To say that she was banished from the tribe that night is an understatement. The elders did not know what fell magic she had conspired with, but would not allow it to remain.
Knowing that being banished from the caravan was equal to being banished from all Varisian tribes, she set forth with her cards to find a place to listen to her stories. She travelled north and east, finding most of the lands unforgiving (Nidal, Belkzan, River Kingdoms), diametrically opposed to her dark stories (Molthune, Ustalav(more out of fear) and Mendev) or lacking in the interest and weird (Numeria, Razmiran). So, she made her way to Brevoy, which she found to be much more similar to Varisia, albeit without the colorful wandering caravans, and has been traveling and telling her dark tales ever since. She has learned to control her animated cards and often uses the stories to summon her eidolon to scare the audience and bring far more realism to the stories she tells.

Sejanus leads personal interactions with a no-nonsense, business-like attitude that comes from several years of mercenary work. He works hard to overcome his negative attitude to see the good in people, but has been disappointed enough in life to not expect much from those around him. He is loyal and courageous to those who have his friendship - while terrible and vindictive to those who attack or betray him.

The human pushed aside an empty tray from the large table and set the note down. "It is a special problem. The kind of problem that requires the attention of the royal assassin. Your particular attention."
Thakus slid down in his chair, rubbing his swollen belly with one hand and making a dismissing motion with the other. "Cut the dramatics, I'm losing interest. The only thing I want to give attention to is my bed."
The spymaster leaned in closer, a wicked smile playing on his lips. "We found them, Thakus."
"Who?"
"The pixies. We have found the pixies' camp."
Thakus' eyes opened wide, his food-induced lethargy gone in a moment. "What? They have harassed us for months! How did we find them?"
Sejanus raised an eyebrow. "I have my ways. Now, would you happen to know someone interested in organizing an assassination squad to wipe out a family of pixies?"
The goblin grinned, his needle-sharp teeth catching the light of the fireplace. "Sejanus... do you really even need to ask?"

I'd also like to add that characters don't have to be set in stone until gameplay actually starts. For example, if two casters that are chosen each happen to have the same spell known, one can swap it out for a new one.

Sejanus is a native of New Stetven - one of the many foundlings raised by the church of Abadar. He was abandoned in a swaddling basket on the steps of the Abbey of Resplendent Propserity and raised among the other unfortunates of the city.
His natural intelligence was noticed by the priests of the abbey, who apprenticed him with their herbalist. Sejanus studied under the old master for several years, striking out on his own as a journeyman alchemist when he came to adulthood. However, outside of their influence, he found his more sinister inclinations were no longer bridled by the discipline of the abbey. He was contacted by a local gang, who hired him to manufacture illicit substances for their distribution and sale. Sejanus earned himself a tidy sum producing dreamtime tea, flayleaf, harlot sweets, and honeydust for beggars and aristocrats alike.
An overdose by the third son of a viscount brought the attention of the town guard, and a sweep of the neighborhood found guardsmen searching door to door and arresting most of the gang. Sejanus decided to cut his losses, and quickly made his way south to answer the call to settle the River Lands. He seeks a fresh start, away from anyone who may be able to implicate him.
Sejanus will try to replicate his previous successes, this time under the protection of his own charter of nobility. With shrewd investment and deft manipulation of local bandits, he will make this new kingdom the center of drug manufacturing for half the continent.

The part I liked about the plan was that it involved a way to fund the future kingdom that didn't involve just pillaging the neighboring countrysides since that only lasts for so long. I can see Radomir trying to establish an order of dark Knights to keep the peace in the kingdom. They could also act as enforcers for the drug trafficking?

Well in an effort of diversification of revenue here are some of my offerings.
1)Gathering of the banditry into an organized military force and offering them as mercenary forces, unless we decide to just out right conquer everything.
2)Open up a black market, with Sejanus's concoctions as the center piece. Opens us up to stolen goods, criminal hideout and assassination requests. Previous gathered banditry mercenary are used as enforcers and are available for loan out. Dark Adventuring company opened up, "Anything Handled for the Right Price".
3)Logging & Furrier Company - I assume there is a forest there and it gets real cold in Port Ice. They'll love some exotic owlbear furs.
4)Big Fey Hunting - The hunting of fey for sport, experimentation, and enslavement. I bet fey would have interesting magical effects on potions and items.
5)Rival Sword School - Stick it to those braggart Swordlords.
