Realizing he does not have enough for armor at this rate, he sighs, resolves to keep further out of combat, and looks to the fighter's guild member, and asks in Elven

Elven:
"Begging your pardon, but do you happen to have a scimitar for sale?"

- You find a spell component pouch at the Lucky Sorcerer.

"Yes on the Scimitar."

"Ah, here we are," he says as he picks up a new spell component pouch. He looks around further and finds the material components he was missing; some wire, some soot, and a few others.
all material components for spells Xov knows are cheap enough to be "free/unlimited" in-game.
"What do you ask in return for all of these?", he asks the shop keeper, holding his arms out.

"That will be 5 gold pieces!" says the pimply teenager at the counter with a voice that goes up and down.

Kyndril makes his purchases, then pauses to contemplate his funds. Together with the ticket, that cost him a total of... 25 galifars, one silver piece. He frowns, then purchases one of the leather jerkins after trying it on to ensure it is good quality. Finally, he makes his way to buy some writing implements, such as an inkpot, an inkpen, and ink. All of this finished, he makes his way to the lightning rail, privately swearing to return and try to make things better.

"Well, this should do, should it not?" He asks, eyes glittering.

Xov pays and leaves with his supplies, carefully avoiding looking at Kyndril.
Now, he just needed some ordinary clothing, to allow himself to blend in. He hurried to find some. Although he had plenty of time before the train would leave, he wanted some extra time

secret stuff:
before the rest of "his group" got back, so that he could examine the mysterious package he was suppose to be transporting...and pass along information about its content to Lady Gwen...
.
Okay, so the only thing left for Xov to do before going to the lightning-rail is get "normal/middle-class" clothing, and shopping for such accessories is something I don't really like doing in or out of character, so...
Xov searched the markets for some normal-looking clothes. He needed to be able to blend in easily.

Assuming he got what he needed:
Xov made his way to the lightning rail station. Noticing Othan, he sighed.
Well, it probably wasn't his fault that he comes from a country of traitors to the Crown. He may not have even been living back then, being such a short-lived human.
Approaching silently, he nodded to Othan, without making a sound.
Questions:
1.Who has the package with the message we are suppose to deliver?
2.Can it be opened/read without breaking any seals or whatever?

Races of Eberron went over that. I think average life span of all except Warforged defaults to human or half-elf. the ECS and Races of Eberron doesn't go over that.

Haggling is an opposed Appraise to Bluff to Sense Motive.

You roll your appraise skill first then your bluff to bluff him. He opposes with Sense Motive, and then Bluffs you.

You continue to do this until both of you can arrive at a great price. (usually when you lose or he wins the Bluff test.)

Haggling is more of a Commercial Art than just paying for something. If I work my will, there would be a Haggling skill. Sometimes, having hardly any skills but most of the stuff you can do is translated into feats -- you miss out on a lot of opportunities for rp.

I think RMSS and GURPS have it right in their approaches to skills. But I didn't design the system.

not trying to go nuts here, as buying some simple wares has taken quite long enough so far, even by pbp standards. what is it that i need to roll? appraise, bluff, and sense motive?

bad enough that we are starting well below avg gold for most classes, but then i have to haggle to get the bare necessities? i am glad i didn't make a melee character, any armor more expensive than basic leather almost puts a weapon out of reach of 50gp total price. not to mention food, clothes, etc.

You need to pay 46 gp. you can borrow the extra from one of your team mates.

You got some clothes that make you stand out like a sore thumb. With a roll of 1, what you thought you got made you look great, but to everyone else, you're the laughing stock of the whole village. And the terrible thing is, your oblivious to the fact that you stand out like a sore thumb until your team mates say so. Your new clothes glow in the dark in rather strategic places.

Everyone Else:

Xov has bought clothes that make him really stand out. If you want, you can torture him until he "gets it." If you think he's been humiliated enough, you can tell him to buy new clothes.

After everyone has purchased their stuff, the Lightning Rail Station is probably the only thing of human construction in the whole village of Hatheril. Nonetheless, the construction is vaguely Elven. The station is open aired, with a beautiful lighting rail train that is shaped like a torpedo waiting on the tracks. There is an awful lot of steam being released at the station. You see some elven women in long gowns of different colors in hairstyles that are moderately short. Other women have long luxurious hair. And there are some that look like adventurers or travelers like yourselves.

The lightning rail has lighting arcing over the the top of the locomotive engine, and you hear the tell tail sounds of electric discharge along the bottom of the coaches. There are two, maybe three conductor stone tracks. And this particular Lightning Rail line is the line from Fairhaven to Sharn. The lightning rail has the crest of the House of Orien on it -- a heater shield with a lone unicorn. The unicorn is argent (white), the field is blue or azure. On the back of each coach is the arms for House Cannith, a sable (black) bull (gorgon) on a field of vert (green).

The arms on the back delineates who manufactured the Lightning Rail coaches and locomotive engine, while the arms on the side and the front delineates who owns the Lightning Rails. The engine and coaches are manufactured of Black Iron.

Ebran walks up to the station and looks about for those he was released with. Only once they have all gathered will he buy a train ticket.

Ebran is dressed in studded leather armor over sturdy explorer's clothing. Instead of wearing the included cloak, Ebran has it folded neatly around the package from Cassius that he is carrying, and it is tied with a leather strap. Tied around his calf is a dagger in its sheath, and at his belt there hangs a pouch.

Danir's thinking leather armor, a morningstar, and a sling and 20 sling bullets

GM:
Should I just deduct the 18 GP/2 SP for those items? That, plus my outfit, and a rail train ticket would be 33 GP 2 SP- how much is a bath and/or room?

Danir arrives to the station the next day feeling like a new man- freshly bathed and wearing the first new clothes of his own in a long time, it felt... good. Seeing the others with whom he must travel he quickly decided to sit away from the obvious lunatic in the blood red robes and the bloody iron skull symbol. Danir's faith in the Sovereign Host and Onatar might be quite lax at times but he could not bring himself to be too close to the Karrnathi priest for fear he might forget himself and brain the man.

Penumbra creates a slight shadow around its target--its only effect is to protect someone from the effects of light-blindness. There is no "official" description of what it looks like, but I imagine that it dims light within an inch or two of the protected creature.
